General Information/Job Summary
The Health, Safety and Environmental (HSE) Field Lead Representative is responsible for overseeing daily work activities of a construction project. The HSE Field Lead Representative promotes enhanced safety compliance and performance. The Field Lead Representative also provides safety training by offering coaching, mentoring and other required training to designated personnel, as required. The Field Lead Representative is also responsible for performing daily, weekly, quarterly, and annual inspections on various tools, equipment, and other facility items, in compliance with company policies and regulatory standards.
Responsibilities/Competencies
Ensure implementation of all company policies and procedures, as well as other work processes.Monitor compliance of Company, client and governmental safety rules and regulations.Conduct frequent inspections, focusing on unsafe conditions and at-risk behavior. Ensure that corrective actions are documented and delegated to the correct person or team for immediate resolution.Participate / Conduct in New Employee Orientations.Maintain HSE records in compliance with all recordkeeping standards.Facilitate or coordinate safety training as necessary. Forward all completed training documentation to the training center.Conduct frequent facility hazard inspections and ensure the appropriate hazard control technique has been implemented for all work scopes.Ensure that Incident Reports are completed and submitted timely.Investigate all incidents, including first aids and near misses and participate in formal Root Cause Analysis investigations, as required. Ensure that witness statements are completed by the injured employee, other employees involved in the incident and by any associated witnesses.Ensure Drug Screens (UAs) are completed when required.Transport injured employees to a medical facility when required. Obtain medical authorization forms, reports, releases, and other related documentation from the clinic and submit to Corporate HSE Management. Keep Corporate HSE Management informed of aftercare results, and of follow-up visits when applicable.Coordinate Project Emergency Action Plan procedures.Verify that employees are issued and use the appropriate personal protective equipment for potential and existing hazards.Performs regular jobsite inspections of all crews to identify any unsafe work practices and unsafe conditions, documenting the visits on observation forms and forwarding findings to various administrative and management personnel. Ensures that proper fire extinguishers and first aid supplies are maintained.Support Site Staff in the development of safety processes, i.e., JSA development, attend daily PTA meeting and huddle ups. Other duties as assigned.Requirements
Minimum of 5+ years safety experience; previous experience in construction / maintenance, Oil & Gas (Upstream / Midstream), Fossil Fired Power Plants, Pipeline Construction and or Green / Brown Field Projects. Certifications and training as a safety professional a plus; OSHA Out-Reach Trainer preferred. OSHA 510 or 511 certificate holderMust be proficient with OSHA 29 CFR 1910 and 1926.Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, etc.)Excellent presentation and Interpersonal skills (Written and oral).Able to report to locationPhysical Requirements
Prolonged periods sitting at a desk and working on a computer.Ability to stand for extended periods of time.Ability to walk the property and laydown yards.Ability to carry up to 50 pounds.
