Job Description
JOB OVERVIEW
The Senior Analysis and Reporting Manager plays a critical role in leading IRC Ukraine’s Protection Monitoring (PM) portfolio, ensuring that protection programming is driven by timely, high-quality, and evidence-based analysis. Reporting to the PRoL Coordinator, the Senior Manager provides technical and strategic oversight of all PM-related activities, guiding the integration of the Protection Analysis Framework (PAF) into both IRC and partner programming.
This position is responsible for managing the design and implementation of protection monitoring tools and methodologies, overseeing quantitative and qualitative data analysis, and producing regular protection monitoring reports and protection analysis updates. The Senior Manager ensures that findings directly inform program design, advocacy, and strategic planning, including business development and donor engagement.
In collaboration with the Senior Advocacy and Liaison Manager, the role supports the development of policy briefs and advocacy products grounded in protection monitoring findings. It also engages in external PRoL representation, coordination with clusters and working groups, and capacity strengthening of IRC and partner staff. The position plays a key role in advancing participatory approaches and enhancing the visibility and impact of protection risks identified in field operations.
KEY RESPONSIBILITIES
Final Data Analysis & Technical Guidance: Leading qualitative and quantitative data analysis and providing technical oversight within the Protection Analysis Framework.Tool Development & Updates: Designing and updating PM tools, including ad-hoc and thematic monitoring mechanisms as needed by programs or partners.Report Writing: Producing PM reports and Protection Analysis Updates on a regular basis.Integration of Protection & PM into Programming: Ensuring protection findings inform IRC programming, fostering coordination between PM and program teams.PM & Business Development (BD) Integration: Embedding PM into broader program activities and exploring opportunities for PM itself (like regional PM initiatives, anti-trafficking linkages, or Child Protection Monitoring). Participation in proposal development as relevant.Advocacy & Policy Engagement: In cooperation with Sn Liaison and Advocacy Manager, strengthening the PM-advocacy nexus and developing policy briefs, evidence-based recommendations and practical solutions, policy analysis and advocacy efforts grounded in PM data.External Representation: Engaging with clusters, stakeholders, and external forums to present PM findings and insights.PM & Communications Coordination: Enhancing visibility and awareness of PM findings, ensuring their strategic dissemination.Partner Collaboration & Participatory Approaches: Strengthening partnership-PM collaboration to integrate participatory best practices into PM activities. Overseeing partners in PM.Capacity Building: Developing the analytical capacity of the team in data collection, PM methodologies, protection mainstreaming, and data analysis. This could also include work on an IRC PM handbook tailored for Ukrainian (and not only) teams and partners, particularly those with limited PM experience.Being a People Manager:

- Bachelor's degree in social sciences, international relations, or a related.
- Minimum of 5 years of experience in protection monitoring or a related field.
- Strong understanding of protection principles and humanitarian standards.
- Strong understanding of Ukrainian context and protection challenges.
- Excellent communication, coordination, and leadership skills.
- Ability to work effectively in a multicultural and multidisciplinary team and with multiple partners.
- Proficiency in English is required. Proficiency in Ukrainian is preferred

REPORTING STRUCTURE AND TEAM COLLABORATION
Reports to the PRoL Coordinator.
Collaborates with PRoL managers and PRoL employees in central positions, employees of other structural units at the same level.
