The purpose of this position is to provide technical, organizational and coordination support to the prevention and control of noncommunicable diseases in Ukraine, with special emphasis on addressing the NCD-related risk factors and services.
Specific areas of focus are the EU alignment activities in the NCD-related areas, technical and organizational support to the programmes, implemented by the NCD Management Unit within the identified WHO CO Work Plan, BCA and donor agreements, including but not limited to tobacco control, nutrition, alcohol control, high blood pressure, hypertension, diabetes and NCD surveillance such as STEPS.
Objectives of the Programme and of the Division:
The WHO country office works with the National Authorities to achieve the highest standard of health as a fundamental human right, based on equity and on SDGs principle of leaving no one behind. WHO actions are ingrained in the WHO 14th General Programme of Work with its 3-prong objectives of promoting healthier populations, keeping the world safe through addressing health emergencies, and protecting the vulnerable through Universal Health Coverage. WHO's mandate revolves around six core functions: (i) providing Global Health leadership; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The WHO Country Office is an integral part of the WHO Regional Office for Europe. Its main role is to facilitate and coordinate all WHO activities at country level and to implement the European Programme of Work 2020–2025 –“United Action for Better Health in Europe” which sets out a vision of how the WHO Regional Office for Europe can better support countries in meeting citizens’ expectations about health.
WHO at the country level delivers this through practical, actionable and country-focused solutions to health challenges, keeping in perspective that achieving health and well-being is a whole-of-society endeavor. This is done through facilitating the implementation of the Biennial Collaborative Agreement with the country and its corresponding workplan. The WHO Country Office maintains good working relations and ensures information exchange between the country and WHO, policy and strategic guidance on Health issues to all national and international partners in the country, provision of direct technical expertise when needed and aims at more community engagement and participation, and to promote health equity.
Summary of Assigned Duties:
The purpose of this position is to provide technical, organizational and coordination support to the prevention and control of noncommunicable diseases in Ukraine, with special emphasis on addressing the NCD-related behavioral and metabolic risk factors, and NCD services and WHO surveillance initiatives. Specific areas of focus are the EU alignment activities in the NCD-related areas, technical and organizational support programmes, implemented by the NCD Management Unit withing the identified WHO CO Work Plan, BCA and donor agreements, including but not limited to tobacco control, nutrition, alcohol control, high blood pressure, hypertension, diabetes and NCD surveillance, such as STEPS.
Activities & Coordination:
• Support the NCD Management Unit in effective delivery of the technical support to the Ministry of Health and other national partners on noncommunicable-disease aspects of health system and service development, including for conflict-affected populations.
• Support the Ministry of Health, Public Health Center, National Health Service of Ukraine, and other national partners—aligned with WHO country plans—in developing, implementing, and evaluating strategies and policies for the prevention and control of NCDs at national and regional levels;
• Support the MOH in updating and adapting relevant materials and tools;
• Support MOH and other public agencies in performing training needs assessments and organizing and implementing training activities;
• Serve as focal point for operational support with MOH counterparts joint actions such as working groups, roundtables, meetings to facilitate NCD related programme implementation, including STEPS, at national and subnational levels;
• Document programme experience, meeting outcomes, including good practices, challenges, and lessons learned, to inform periodic progress reviews, support better technical assistance delivery;
• Provide support in the application of tools and guidelines crucial for the effective policy implementation, service development and application, health care reform support, contribute to the improvement of health information and assist in collation of information, data analysis, and assist in preparation of regular and timely briefings, reports, or situation analysis.
• Support National authorities and stakeholders in the development and implementation of policies and actions towards the elimination of trans fats in Ukraine.
• Provide assistance to the Ministry of Health in the development and implementation of a country package for salt reduction.
• As requested, and in alignment with WHO CO plans and programmes, support national activities for the promotion of physical activity and the reduction of sedentary behavior.
• Support the collaboration with national authorities in the adaptation of the WHO/Europe Manual on SBIs for NCD Risk factors.
• Facilitate smooth information flow of BCA activities between WHO CO unites, Regional Office and other involved institutions through sharing of reports, meeting points, products, publications etc.;
• Support missions’ preparation for WHO staff and external consultants addressing NCD programme areas and monitor and follow up their recommendations;
• Undertake jointly with MOH counterparts regular monitoring of the implementation of BCA;
• Prepare regular reports and updates to WHO CO and EURO;
• Support partner and stakeholder coordination in the area of NCD prevention and control;
• Provide assistance in other areas of the work of Country Office and CHP Division as needed.

Functional Knowledge and Skills:
Demonstrated good skills and relevant knowledge of the needs and priorities of the prevention and control of NCDs/NCCs in Ukraine.
Demonstrates engagement and ensures own skills and knowledge are continuously updated.
Acts proactively and stimulates action as needed; handles problems effectively and constructively. Makes proposals for improving processes as required and takes responsibility for own work and/or actions, as necessary.
Demonstrated good knowledge of the NCD-related national, international and regional guiding documents.
Demonstrated knowledge of the national health system.
Excellent computer skills, including a standard package of office applications.
Emotional intelligence; Ability to identify and manage one's own emotions, as well as helping others to do the same.
Educational Qualifications:
Essential: University degree (Bachelor's level/or equivalent) in medicine, public health or related area.
Desirable: Master's degree in any of the above areas or post-graduate training in a relevant NCDs-related area.
Experience:
Essential: At least one year of professional experience within the area of NCD/NCCs including experience working with NCDs-related risk factors, as tobacco use, unhealthy diet or limited physical activity, hypertension, diabetes.
Desirable: Relevant experience in public health. Relevant experience with(in) WHO, UN agency or international organization.
Use of Language Skills:
Essential: Expert knowledge of English. Expert knowledge of Ukrainian.
Desirable: Intermediate knowledge of WHO language.
