Expertise France is the public agency for designing and implementing international technical cooperation projects. The agency operates around four key priorities :
- democratic, economic, and financial governance ;
- peace, stability, and security ;

In these areas, Expertise France conducts capacity-building initiatives and manages project implementation, leveraging technical expertise and acting as a project coordinator. This involves combining public sector expertise with private sector skills to drive impactful results.
Reporting to the Project Support Unit (USP) under the hierarchical supervision of the Support Functions Coordinator and in functional link with the Grants Officer at headquarters (HQ), the Grants Support Officer leads the network of project Grant Officers responsible for grant monitoring within the office. He/she serves as the focal point for HQ on project grant files and liaises with other USP services (Legal/Procurement and Accounting/Finance) to provide advice and support to operational teams on the following topics:
In collaboration with the Legal, Contracts, and Procurement team:
- Support projects in the upstream development of grants, from needs estimation to the preparation of Call for Proposals (CfP) files (reviewing CfP guidelines, advising on the application of the procedural grant framework in line with contract rules);
- Assist project teams in selecting beneficiaries, evaluating risks, and providing operational feedback during the contracting phase;
- Support projects in monitoring the execution of grant and partnership contracts regarding contractual, operational, and risk-related aspects;
- Assist projects in monitoring and updating procurement plans for grants.
In collaboration with the Accounting / Finance team:
- Support projects in the financial management monitoring of grants;
- Provide support/advice to projects in assisting beneficiaries during audits;
- Verify the completeness and quality control of financial report files finalized by project teams before submission to the Accounting/Finance team;
- Maintain the global financial tracking tool for grant envelopes for monthly submission to the Administrative and Financial Manager.
Strengthening Tools and Skills
- Provide training to project teams on Expertise France (EF) procedures and general conditions;
- In collaboration with the HQ Grants Officer, participate in drafting "best practice" fact sheets regarding grants;
- In collaboration with the HQ Audit Officer, support the processing of audit recommendations and propose/monitor the implementation of remediation tools.
Capitalization and Management of Grant Activities / Cross-functional Projects
- In collaboration with HQ services, develop capitalization tools for grant management;
- Co-lead coordination meetings regarding grants with Grant Officers;
- Provide management with information (financial and contractual) regarding the support provided by EF to partners;
- In collaboration with the Project Support Units of other country directorates and HQ, participate in the evolution of the local grant manual, control instruments, and beneficiary training tools.

- Education: Master’s degree in Law, Economics/Management, Finance/Audit, Project Management, Local Development, or Sociology.
- Experience: Desired 2 to 5 years of experience in managing grants and partnerships funded by the European Union, the French Development Agency (AFD), or other institutional donors, including the design and implementation of development projects.
- Technical Skills: Strong coordination and information management skills; ability to design and lead training sessions.
- Assets: Knowledge of the operational functioning of Expertise France is a plus.
- Communication: Strong writing and presentation skills (oral and written).
- Soft Skills: Strong self-starter with a proactive, solution-oriented mindset
