The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs).

In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric.

The war in Ukraine has resulted in significant loss of life, widespread displacement, and devastating destruction of infrastructure, placing recent socio-economic achievements at risk. In this context, UNDP’s core engagement in Ukraine prioritizes safeguarding development gains, supporting the restoration of critical functions, and facilitating the country’s pathway back toward achieving the SDGs as quickly as possible.

The ongoing war has inflicted profound damage on Ukraine’s economy, infrastructure, and social fabric, creating unprecedented humanitarian and environmental challenges. According to the latest Rapid Damage and Needs Assessment (RDNA4), released in February 2025, the total cost of reconstruction and recovery amounts to USD 524 billion over the next decade. For 2025, recovery and reconstruction priorities total USD 17.32 billion across public investment projects and non-investment programmes, identified through the Public Investment Management (PIM) system introduced by the Government of Ukraine in 2024. These priorities feed into a nationally coordinated pipeline of recovery interventions, relevant to the European Investment Bank (EIB)-funded Ukraine Early Recovery Programme (UERP), Ukraine Recovery Programme (URP), and Ukraine Recovery Programme III (URP-III).

The EIB-funded recovery programmes supported by UNDP Technical Assistance (TA) focus on five recovery priority areas: education facilities, healthcare infrastructure, housing, water and sewage systems, and public/administrative buildings. Since early 2017, UNDP in partnership with the EU and EIB has been providing TA to both UERP and URP with the implementation of 438 sub-projects in more than 170 communities, contributing to the successful completion of 117 sub-projects in 12 oblasts and benefiting around 4 million Ukrainians, including more than 460,000 internally displaced persons and other vulnerable groups.

Building on the successful implementation of previous EIB-financed recovery programmes – the UERP and URP – the new URP III aims at further supporting investments in critical public infrastructure in regions and communities affected by the RF’s military aggression and providing basic public services to affected populations. The UNDP Technical Assistance for the Ukraine Recovery Programme (URP and URP-III) is a 24-month initiative, funded by the EIB. It ensures that EIB-financed recovery investments are delivered efficiently and transparently, in full compliance with the EIB Environmental and Social Standards and the EIB Guide to Procurement, while applying build back better principles and ensuring that no one is left behind.

The UNDP TA team will support the Ministry for Development of Communities and Territories of Ukraine (MDCT) and local authorities in planning, preparation, procurement, implementation, and monitoring of recovery sub-projects across multiple oblasts in Ukraine, with priority given to war-affected communities, addressing critical capacity gaps and operational bottlenecks. UNDP provides integrated technical assistance throughout the sub-project cycle, including engineering and procurement monitoring, environmental and social risk management, financial management support, integrity and anti-corruption measures, and stakeholder engagement. By combining UNDP’s national presence and technical expertise, the UNDP project is expected to accelerate the implementation of over 300 EIB-funded sub-projects, contributing to the restoration of essential public services, strengthening of infrastructure resilience, and improved living conditions for conflict-affected populations, including IDPs and vulnerable groups.

In this regard, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Project Analyst. 

The overall objective of this assignment is to ensure the effective coordination, implementation, monitoring, and reporting of project activities in line with approved work plans, budgets, and UNDP policies and procedures, while supporting results-based management, stakeholder engagement, and knowledge generation.

Since the full-scale military aggression by Russian forces in February 2022 (hereafter, the “war”), Ukraine has faced unprecedented threats to human security. Thousands of women, men, and children have lost their lives, critical infrastructure has been destroyed, and millions have been displaced. With no prospects for a ceasefire or peace in the near future, the war's negative impacts are extending to global peace and security.

To maximize positive outcomes for transformational and inclusive recovery under UNDP Ukraine's recovery framework and Country Programme Document (CPD) 2025-29, the UNDP Country Office (CO) in Ukraine has been implementing multi-sectoral projects funded by Japan, focusing on six priority thematic areas to enhance human security among the people of Ukraine, namely: 1) infrastructure restoration; 2) mine action & victim assistance; 3) debris removal and recycling; 4) Economic revitalization; 5) government Recovery Coordination and 6) access to justice and human rights, among other social and economic supports for recovery. 

To sustain and strengthen partnerships for these projects, effective communication and public relations on activity progress and results are critical for donor partners, project counterparts, and the general public in Ukraine and Japan. UNDP is also integrating communication efforts into project activities to advocate for its development agenda.

In this regard, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of Project Analyst.

The incumbent will also play a key role in ensuring gender mainstreaming across their duties and responsibilities listed below, including promoting women, peace, and security (WPS), gender equality, and women’s empowerment in line with UNDP’s commitments and international standards.

Duties and Responsibilities

1. Project Management Support

Coordinate preparation, implementation and regular revision of annual work plans, monitoring and reporting plans and other key programme documents; Under the overall oversight of the Project Manager, support coordination of the project team’s work, including review and clearance of the terms of reference for project staff and consultants, support to selection processes in coordination with the Project Operations Officer, distribution of work, monitoring of the performance and deliverables; Support project budget planning and monitoring by ensuring alignment between approved work plans, implementation progress and resource needs, in close coordination with the Project Operations Officer; Provide timely programme and implementation inputs for financial and donor reporting and ensure availability of supporting narrative and results documentation, in coordination with the Project Operations Officer; Ensure project compliance with UNDP Project Operational Policies and Procedures and UNDP Standard Operating Procedures.

2. Monitoring, evaluation, and reporting

Facilitate collection, analysis and interpretation of sector-specific data on the delivered technical assistance  Contribute to preparation of result-based reports Facilitate project audit activities from the programme perspective, including coordination on provision of narrative, results and implementation-related inputs; Consolidate lessons learned and recommendations from the completed evaluations to ensure continuous learning and implementation of best practices by UNDP in the design of interventions.

Facilitate dissemination of project deliverables and guidance materials to stakeholders to improve implementation quality and promote uptake of good practices. Capture and document lessons learned during project implementation; Contribute to relevant portfolio planning and support integration of project-related initiatives and lessons learned into UNDP programming, as applicable.

4. Institutional Arrangement

Under the direct supervision of the Project Manager, the Project Analyst provides programme and project management support to the project, ensures effective coordination of implementation activities and supervision of the Project Associate, in close coordination with the Project Operations Officer on operational matters.
