Background

The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs).

In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric.

The war in Ukraine has resulted in significant loss of life, widespread displacement, and devastating destruction of infrastructure, placing recent socio-economic achievements at risk. In this context, UNDP’s core engagement in Ukraine prioritizes safeguarding development gains, supporting the restoration of critical functions, and facilitating the country’s pathway back toward achieving the SDGs as quickly as possible.

The ongoing war has inflicted profound damage on Ukraine’s economy, infrastructure, and social fabric, creating unprecedented humanitarian and environmental challenges. According to the latest Rapid Damage and Needs Assessment (RDNA4), released in February 2025, the total cost of reconstruction and recovery amounts to USD 524 billion over the next decade. For 2025, recovery and reconstruction priorities total USD 17.32 billion across public investment projects and non-investment programmes, identified through the Public Investment Management (PIM) system introduced by the Government of Ukraine in 2024. These priorities feed into a nationally coordinated pipeline of recovery interventions, relevant to the European Investment Bank (EIB)-funded Ukraine Early Recovery Programme (UERP), Ukraine Recovery Programme (URP), and Ukraine Recovery Programme III (URP-III).

The EIB-funded recovery programmes supported by UNDP Technical Assistance (TA) focus on five recovery priority areas: education facilities, healthcare infrastructure, housing, water and sewage systems, and public/administrative buildings. Since early 2017, UNDP in partnership with the EU and EIB has been providing TA to both UERP and URP with the implementation of 438 sub-projects in more than 170 communities, contributing to the successful completion of 117 sub-projects in 12 oblasts and benefiting around 4 million Ukrainians, including more than 460,000 internally displaced persons and other vulnerable groups.

Building on the successful implementation of previous EIB-financed recovery programmes – the UERP and URP – the new URP III aims at further supporting investments in critical public infrastructure in regions and communities affected by the RF’s military aggression and providing basic public services to affected populations. The UNDP Technical Assistance for the Ukraine Recovery Programme (URP and URP-III) is a 24-month initiative, funded by the EIB. It ensures that EIB-financed recovery investments are delivered efficiently and transparently, in full compliance with the EIB Environmental and Social Standards and the EIB Guide to Procurement, while applying build back better principles and ensuring that no one is left behind.

The UNDP TA team will support the Ministry for Development of Communities and Territories of Ukraine (MDCT) and local authorities in planning, preparation, procurement, implementation, and monitoring of recovery sub-projects across multiple oblasts in Ukraine, with priority given to war-affected communities, addressing critical capacity gaps and operational bottlenecks. UNDP provides integrated technical assistance throughout the sub-project cycle, including engineering and procurement monitoring, environmental and social risk management, financial management support, integrity and anti-corruption measures, and stakeholder engagement. By combining UNDP’s national presence and technical expertise, the UNDP project is expected to accelerate the implementation of over 300 EIB-funded sub-projects, contributing to the restoration of essential public services, strengthening of infrastructure resilience, and improved living conditions for conflict-affected populations, including IDPs and vulnerable groups.

In this regard, UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of the Monitoring and Reporting Analyst. 

The overall objective of this position is to ensure the support to monitoring reporting, evaluation, and results-based management processes under the project. The Monitoring and Reporting Analyst will work closely with programme, project, and operations staff in the Country Office, as well as with national counterparts and partners, to ensure timely, accurate, and high-quality reporting and effective information flow.

The incumbent will also promote UNDP’s mandate as a gender-responsive organization with zero tolerance for discriminatory and abusive behaviour, including sexual harassment, sexual exploitation, and abuse.

Duties and Responsibilities

I. Ensure monitoring, evaluation, and reporting activities within the Project, including serving as the focal point for monitoring and reporting processes:
• Support the continuous monitoring, review, and evaluation of project activities, including coordination of monitoring inputs across project components. Periodic monitoring field visits are envisaged under the position. 
• Track project and portfolio-level progress against approved work plans, results framework, indicators, and milestones.
• Monitor the performance and results of project activities and prepare periodic monitoring and reporting products capturing qualitative and quantitative aspects, in line with annual work plans and the project logframe.
• Maintain and update the project M&E framework and monitoring plan in line with UNDP standards and donor requirements, including those of the European Investment Bank (EIB).
• Serve as a focal point for external monitoring, evaluation, and review exercises, as envisaged by the project document and implementation plan. 
• Apply principles of gender-responsive monitoring and reporting in line with UNDP corporate standards.

II. Lead the collection, consolidation, and use of monitoring data:
• Support project teams and partners in identifying appropriate methods for data collection and performance tracking, including administrative data, field monitoring inputs, and qualitative methods where relevant.
• Coordinate and support data collection at the field level, including consolidation and verification of inputs received from final beneficiaries, implementing partners, and technical teams.
• Identify needs for additional data collection or analytical support and contribute to the preparation of TORs when outsourcing of such services is required.

III. Contribute to and coordinate project reporting and analytical outputs:
• Coordinate and contribute to the preparation of project documentation required for implementation, including project descriptions, work plans, monitoring tools, and reporting templates.
• Support the preparation and consolidation of periodic project reports required by donors, including monthly progress reports to the European Investment Bank (EIB) and other ad hoc analytical or thematic reports.
• Collaborate with Communications team in ensuring communication and visibility of project results, as relevant.

• Support final beneficiaries in preparing monthly technical and implementation reports to MDCT, using agreed templates, and ensure consistency of data and narratives with UNDP reporting to EIB.
• Contribute to the preparation of Annual Work Plans through the result-based approach, as well as quarterly, semi-annual, and annual analytical and progress reports, in line with the agreed reporting framework.
• Coordinate and compile on-demand analytical notes, briefs, and reporting inputs as required by project management.

IV. Support project monitoring systems and performance tracking:
• Maintain project monitoring databases, trackers, and reporting tools; support data entry, processing, and quality assurance.
• Track performance indicators and implementation progress, and identify emerging patterns, risks, setbacks, and good practices to inform management decision-making.

V. Provide operational support to capacity development and coordination processes:
• Support quality assessment of analytical products and outputs produced by the project’s external consultants;
• Contribute to ensuring coherence and synergies of the projects’ interventions with other donors’ and Ukrainian institutions’ initiatives in the field;
• Support coordination meetings and reviews by preparing monitoring inputs, presentations, summaries, and meeting minutes, as required.

VI. Elaborate documentation to support project implementation and decision-making:
• Draft analytical documents such as concept notes, briefs, summaries, and other materials supporting programme implementation and reporting.
• Contribute to the preparation of TORs and support supervision of consultants engaged for analytical, monitoring, or assessment-related tasks.

VII. Support information sharing and knowledge management elements within the projects’ activities conducted:
• Coordinate sociological research and analysis, assessment and evaluations, process data, elaborate necessary documentation (concept notes, brief) to operationalize and steer projects initiatives and activities;
• Contribute to systematization and sharing of monitoring data, lessons learned, and analytical findings generated through project implementation.
• Support preparation and dissemination of knowledge products, guidance materials, and analytical outputs, as relevant to the project.
• Participate in project meetings, coordination events, and public activities; support preparation, documentation, and follow-up, take meeting minutes etc.;
• Ensure mainstreaming of gender equality considerations through all capacity development work, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles;

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement

The Monitoring and Reporting Analyst will work under the direct supervision of the Project Manager.

Required Skills and Experience

Education:

Advanced university degree (Master’s degree or equivalent) in Political Science, Public Administration, Statistics, Information Management, Research, Monitoring and Evaluation, International Relations, Social Sciences or related discipline is required, Or A first-level university degree (bachelor’s degree) in the areas stated above, in combination with additional two years of qualifying experience will be given due consideration in lieu of a Master´s degree.

Experience:

Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in monitoring, reporting, evaluation, research, or data management within development, humanitarian assistance, or early recovery projects.

Desired Criteria:

Demonstrated experience in collecting, analyzing, cleaning, and managing quantitative and qualitative data for monitoring and reporting purposes. Proven experience with corporate or project monitoring systems, reporting processes, dashboards, or similar tools. Demonstrated ability to conduct factchecking, proofreading, editing, and consolidation of technical inputs for reports or knowledge products. Experience in strong coordination and communication skills, including the ability to liaise effectively with project teams, partners, and service providers. Proven track record of good networking abilities and partnership development skills. Proficiency in the use of computers and office software packages (., MS Word, Excel, PowerPoint) and web-based management systems; advanced knowledge of spreadsheets, data management tools, and/or databases. Ability to prepare basic data visualizations, summaries, and analytical notes. Experience with field monitoring, surveys, or online/offline data collection tools.
