Expert on Cluster 2 (Internal Market) and Private Sector Engagement will play an analytical and coordination role within the framework of the Ukraine2EU Programme, supporting beneficiaries and institutional partners involved in the EU accession process. The Expert will contribute to strengthening legal harmonisation, implementation and monitoring of the National Programme for the Adoption of the Acquis (NPAA) and related accession processes, with particular attention to the Internal Market area. The role also includes supporting the organisation and facilitation of regional dialogues and consultations with private sector stakeholders and business associations, ensuring that business perspectives are considered in reform planning and accession-related policy development.

ROLES AND RESPONSIBILITIES

• Support the Ukraine2EU Management Team and relevant Key Experts in the planning, coordination, and follow-up of EU accession–related activities, particularly in areas linked to Internal Market policies and reforms with implications for the private sector.
• Contribute to NPAA-related processes, including preparation of analytical inputs, participation in relevant meetings, and support for tracking implementation of reforms, including, where relevant, those with implications for the private sector.
• Provide analytical support to EU accession processes, including preparation of briefing notes, policy inputs, analytical materials, and follow-up documentation related to NPAA implementation, negotiations, reform roadmaps, and priority policy areas.
• Support planning, monitoring and reporting processes related to EU accession, including contributions to NPAA planning cycles, monitoring tools (such as Pulse of Accession), internal coordination instruments, and other accession-related tracking activities.
• Contribute to the preparation of reports and analytical materials on Ukraine’s progress towards EU membership, including national inputs to the European Commission’s Enlargement Package, NPAA implementation reports, reform roadmaps, and negotiation-related commitments, particularly those relevant to Internal Market alignment.
• Support stakeholder engagement related to EU accession, including preparation and follow-up of regional dialogues and consultations with private sector representatives, business associations, and other non-state actors, contributing to analytical outputs where relevant.

Requirements

Education

• University degree in International Relations, Political Science, Public Administration, Public Policy, Law, European Studies, Economics, International Economic Relations, European Economic Studies, International Trade or a related field with a proven focus on European Integration.

Experience

• Minimum 5 years of relevant professional experience in policy analysis, EU integration processes, economic policy, or related areas.
• At least 3 years of experience in preparation of analytical documents, policy briefs, reports, or research-based materials for decision-makers and stakeholders.
• Experience in drafting high-level policy briefs, analytical reports, and official statements,
• Experience related to reforms affecting the business environment or interactions with business-sector stakeholders.
• Experience in working with or within government institutions, particularly those involved in EU integration, law-making or international technical assistance projects would also be an advantage.

Skills

• Minimum 5 years of relevant professional experience in policy analysis, EU integration processes, economic policy, or related areas.
• At least 3 years of experience in preparation of analytical documents, policy briefs, reports, or research-based materials for decision-makers and stakeholders.
• Experience in drafting high-level policy briefs, analytical reports, and official statements,
• Experience related to Internal Market policies and/or interaction with private sector stakeholders.
• Experience in working with or within government institutions, particularly those involved in EU integration, law-making or international technical assistance projects would be an advantage.

Languages

• Proficiency in Ukrainian and English (written and spoken).

BACKGROUND

The overall objective of Ukraine2EU is to support Ukraine’s progressive alignment to the EU acquis and its overall EU integration efforts with a view to future EU membership. Ukraine2EU is aiming to build strong and efficient state mechanisms for managing Ukraine's EU accession process and implementing related reforms. Ukraine2EU will follow the emerging and evolving needs of the main stakeholders and build a solid institutional capacity to meet the accession criteria.

Ukraine2EU is structured around four components, each addressing a core area of EU integration support:

Component 1. Management, coordination and monitoring of EU integration processes – aimed at strengthening capacities of Ukraine's key actors and stakeholders in overall management, coordination, and monitoring of the EU accession processes and related reforms agenda.

Component 2. Legal approximation processes and translation – focused on increasing availability of the legal expertise necessary for an efficient approximation of Ukrainian law to the EU acquis and enhancing overall institutional, procedural and methodological capacities of competent institutions in EU acquis translation.

Component 3. Communication – designed to raise awareness of Ukrainian society and key stakeholder groups on the EU accession process and related reforms agenda.

Component 4. Civil Society Organizations (CSOs) related activities – contributing to the outcomes of component 1, 2 and 3.

The main partner (beneficiaries) institutions in Ukraine: Deputy Prime Minister’s Office for European and Euro-Atlantic Integration (DPMO), Government Office for Coordination of European Euro-Atlantic Integration at the Cabinet of Ministers of Ukraine (GOCEEI), Committee of Verkhovna Rada on Integration of Ukraine to the EU (VR EIC), Verkhovna Rada Secretariat, line ministries.
