We are seeking a seasoned program leader to serve as the Head of Program in Ukraine, internally referred to as Associate Director Program. Reporting to the Ukraine Chief of Party, you will provide leadership and coordination for Habitat for Humanity International’s housing recovery and shelter programs in Ukraine.With overall responsibility of overseeing program implementation, ensuring technical quality, and strengthening partnerships with government, donors, civil society, and the private sector; your responsibilities will also include guiding program alignment with HFHI Ukraine’s 2025–2030 Strategy, advancing affordable housing solutions, social rental models, and sustainable infrastructure recovery.This position is to be based in Kyiv and requires 30% of travel within Ukraine.The actual salary offered for this role will be based on a variety of factors, including internal equity and the candidate’s qualifications and professional experience. Program Leadership and Management:Strategic Direction: Lead the planning and execution of the housing recovery portfolio, ensuring integration of humanitarian shelter interventions with longer-term reconstruction and resilience.Operations & Compliance: Oversee project operations, budget management, and vendor and contract management to ensure compliance with HFHI standards, Area Office (AO) policies, and donor requirementsTeam Leadership: Manage and mentor a multidisciplinary team of staff and consultants covering MEAL, Safeguarding, PSEAH, Communication and Technical Specialists.Risk Management: Identify project-related operational, financial, security, and safeguarding risks and develop mitigation strategies in close coordination with the Chief of Party and Safety & Security Advisor.Quality Assurance: Ensure program implementation meets HFHI’s Program Standards & Operating Procedures and donor commitments, while embedding accountability to affected populations.Safeguarding: Ensure full alignment with HFHI safeguarding policies, including mandatory partner training and adherence to all safeguarding procedures and requirements.Program Design & Implementation: Develop and adapt housing interventions, including rehabilitation, retrofitting, adaptive reuse of buildings, and small-scale infrastructure rehabilitation.Policy Alignment: Ensure interventions align with Ukraine’s evolving housing policies and recovery strategies, in partnership with the Ministry for Communities & Territories Development (MinDev) and municipal authorities.Innovation: Advance approaches such as Vacant Property Conversion, Social Rental Housing, and energy-efficient reconstruction to promote cost-effective and scalable housing solutions.Livelihood Integration: Incorporate value chain and livelihood-sensitive components into housing programs to strengthen economic resilience of vulnerable population and SMEs.MEAL & Learning: Work with the MEAL team to integrate performance frameworks, logframes, and data collection tools to measure impact and adapt interventions. Ensure lessons learned and good practices are documented and disseminated internally (HFHI Knowledge Hub) and externally (cluster/sector coordination).Strategic Engagement: Maintain partnerships with the Government of Ukraine (GoU), municipalities, UN agencies, NGOs/INGOs, CSOs, and private sector stakeholders.Coordination Mechanisms: Represent HFHI in Cluster Coordination Meetings, Shelter/NFI Cluster, Housing Policy Working Groups, and technical working groups at both national and regional levels.Donor Engagement: Build and sustain strong relationships with institutional donors, development banks, and foundations, presenting program results, case studies, and impact data to strengthen HFHI’s credibility.Storytelling & Advocacy: Collaborate with HFHI’s PR/Communications Unit to produce impact stories, policy briefs, and knowledge products that highlight HFHI’s housing recovery achievements in Ukraine.Local Partnerships: Identify, onboard, and strengthen partnerships with Ukrainian NGOs, universities, and technical institutions to enhance local ownership and technical quality.Proposal Development (PD): Lead or co-lead the design of donor proposals for housing and shelter programs, working closely with HFHI’s Global Resource Development (GRD) and EME AO (Europe & Middle East Area Office) fundraising networks.Donor Reporting (DR): Ensure timely submission of high-quality donor reports (narrative and financial), compliant with donor guidelines, logframes, and HFHI internal review processes.Pipeline Development: Contribute to HFHI’s fundraising pipeline by identifying new opportunities in Housing & Infrastructure Recovery, including donors, multilaterals, and private sector partners.Grants, Finance & Compliance (GFC): Collaborate with HFHI’s GFOI and Corporate team to ensure all projects meet compliance requirements, including procurement standards, financial accountability, and safeguarding.Donor Stewardship: Actively participate in donor briefings, field visits, and program reviews, ensuring HFHI is positioned as a trusted, innovative leader in Ukraine’s housing recovery sector.QualificationsMaster’s degree in project management, International Development, Business Administration, or equivalent experience in development managementFluency in Ukrainian and English required.Experience working with NGOs/INGOsMinimum of 5-7 years of experience in program management with a strong track record in housing recovery, shelter, or infrastructure rehabilitation in UkraineDemonstrated expertise in large-scale housing or shelter programs, including construction/rehabilitation, energy efficiency, and/or policy integration.Experience with MEAL systems to track impact and ensure accountability.Proven ability to lead technical teams, manage donor-funded projects, and ensure compliance with international donor standards.Strong experience engaging with government entities, local and international partners, and civil society organizations.Advanced project management skills, including work planning, budgeting, and strategic program deliverySolid understanding of housing and infrastructure needs, energy efficiency, and policy development in humanitarian/post-conflict contexts.Strong leadership, decision-making, and adaptive management skills.Excellent communication, negotiation, and partnership-building abilities.Capacity to assess risks and implement mitigation strategies, including safeguarding and security.High resilience, motivation, and commitment to HFHI’s mission of safe, affordable housing.Preferred Certification in Project Management is desired (PMI, PRINCE2 etc)Willingness and ability to travel extensively within Ukraine (approx. 30%).Ability to work effectively in dynamic, high-risk environments, including crisis management.Strong knowledge of Ukraine’s housing sector, with experience in post-conflict or humanitarian settings highly preferred.- Active support of HFHI Values: Humility – We are part of something bigger than ourselves Courage – We do what’s right, even when it is difficult or unpopular Accountability – We take personal responsibility for Habitat’s missionSafeguarding: HFHI requires that all employees take seriously their ethical responsibilities to safeguarding our intended beneficiaries, their communities, and all those with whom we work.
