Sincerus Global Solutions, Inc., seeks an experienced Design Monitoring and Evaluation (DME) Specialist to provide support services for an End-Use-Monitoring (EUM) program in Ukraine. Duties and responsibilities to include (but not limited to): Conducting surveys and other data collection to assess equipment usage and evaluate its effectiveness for over 22,000 assets in Ukraine.  The DME Specialist is responsible for designing and implementing program surveys, including sampling, tool development, digital data collection, and field supervision, to generate high-quality evidence on program performance
and outcomes. The role supports data cleaning, validation, and analysis, ensuring data integrity and readiness for decision-making and external reporting. The Specialist prepares clear, funder-ready analytical reports and professional data visualizations that translate complex findings into actionable insights and demonstrate results against agreed indicators and targets.

• MUST BE A Ukrainian national and live in Ukraine.
• Must be fluent in Ukrainian, possessing the requisite skills, cultural sensitivity, local expertise, and adaptability necessary to effectively conduct EUM activities in both a war and post-war contexts.
• Must have the ability to travel without restriction throughout Ukraine.
• Must have familiarity with the Ministry of the Interior, including the National Police of Ukraine, the State Border Guard Service, and the National Guard of Ukraine is strongly preferred.
