For more information, visit .Ukraine has suffered disruptions in economic activity and destruction to civilian infrastructure, since February 2022. The fourth Rapid Damage and Needs Assessment (RDNA4) quantified direct damage to infrastructure and buildings at US$176 billion and the estimated cost of Ukraine’s recovery and reconstruction at US$524 billion over the next decade –approximately 2.8 times Ukraine’s estimated nominal GDP for 2024. Nationally, 13 percent of the country’s housing stock has been damaged or destroyed, and significant damages have also been incurred in transport, energy, commerce and industry, and agriculture. Since March 2024, missiles and drones have destroyed or damaged over half of Ukraine's power infrastructure, which has affected over 12 million people with limited or no electricity, disrupted water supplies, heating, health and education services, and reduced industrial activity. The ongoing invasion has caused widespread destruction to residential infrastructure, triggering one of the largest internal displacement crises in Europe since World War II. Millions of Ukrainians have been displaced from their homes, with many living in substandard, temporary, or overcrowded conditions. At the same time, damage to housing stock across affected regions has created urgent reconstruction and recovery needs that are expected to span several years. In response, the Government of Ukraine (GOU), supported by international partners including the World Bank Group (WBG), has launched a range of housing-related initiatives. These initiatives aim at providing both short-term shelter solutions and long-term, sustainable housing reconstruction and development. This includes compensation and certificate programs, delivery of new housing stock including through housing finance solutions, and the development of a new national housing strategy. In June 2024, the GOU and the WBG signed a high-level Memorandum of Understanding (MoU) on the housing sector. The WBG is actively supporting Ukraine’s comprehensive housing reform agenda through a coordinated, multidisciplinary team that integrates expertise from the Urban, Resilience, and Land (URL), Finance, Competitiveness & Innovation (FCI), and International Finance Corporation (IFC) units. This integrated team collaborates closely with the Government of Ukraine and a wide range of development partners to advance a strategic, inclusive, and sustainable approach to housing recovery and development.There is also growing recognition that Ukraine needs to start building capacity for reconstruction, long-term development, and EU accession, with a significant focus on preparation of recovery and reconstruction projects. Identifying and preparing high-quality projects will be critical for efficient allocation and use of resources, including private investment, where possible. In response, the Government of Ukraine has established a Project Preparation Facility (PPF)—Ukraine Government PPF—under State Organization Agency on Support Public-Private Partnership (PPP Agency). It is one of the PPFs within the Framework for Project Preparation supported. Ukraine Government PPF is supported by donors such as the US, UK FCDO, European Commission, and other donors through the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF) and other trust funds managed by the World Bank. The Ukraine Government PPF is funded through the World Bank operation “Preparation of Resilient Projects to Advance Recovery of Ukraine” (PREPARE Ukraine). The Ukraine Government PPF objectives are to support Ukraine in preparing Government Selected Investments identified by the GOU within the SPP as priorities through the project cycle, while at the same time building GOU capacity to handle more projects over time. In addition, the WBG-executed technical assistance (TA) funded by URTF provides capacity building support to the PPP Agency in managing the Ukraine Government PPF. The World Bank Group is seeking a qualified extended term consultant (ETC) to assist the WBG’s cross-sectoral teams and the CMU in Kyiv in coordinating the work on the Ukraine Government PPF and engagement in housing sector. Duties and accountabilities: The consultant will be responsible for the following tasks:For Ukraine Government PPF under WBG TA:i. Project Monitoring and Reporting:• Assist in the preparation and review of project progress reports.• Monitor project implementation against the agreed timeline and budget.• Identify and report any issues or delays in project execution.ii. Compliance and Risk Management:• Ensure compliance with World Bank policies, guidelines, and procedures, and flag issues to the teams.• Assist in the identification and mitigation of project risks.• Support the task team in the preparation of risk management plans.• Liaise with relevant Bank units on Bank policy matters when required.iii. Technical Advice and Support:• Contribute to quality control by reviewing packages for compliance with corporate and technical requirements.• Assist in the review of technical documents submitted by the client and prepare comments.• Provide just-in-time advice and practical solutions to the Bank team and government counterparts.iv. Stakeholder Engagement:• Assist in the coordination and communication with project stakeholders.• Support the organization of stakeholder meetings and consultations.• Prepare and disseminate meeting minutes and follow-up actions.• Work closely with implementing agency of PREPARE Project and with Project Preparation Unit in the Ministry of Economy. • Support the dialogue with government and development partners by preparing meeting and visit briefs and responding to requests from donors in close coordination with the PREPARE task team leaders and CMU.v. Capacity Building:• Assist in the development of training materials and manuals for World Bank TA.• Conduct workshops and training sessions as required.• Organize and deliver presentations for World Bank teams as needed.For housing sector support under MOU signed between Ukraine and the WBG:i. Multi-stakeholder Coordination: • Coordinate internal Bank efforts, aligning inputs from URL, FCI, IFC, and other relevant teams, while liaising with Ukrainian government counterparts and external partners.• Facilitate regular internal coordination meetings across Bank teams involved in housing-related activities to align strategies, share updates, and avoid duplication.• Serve as the focal point to consolidate and synchronize Bank technical assistance, financing, advisory services, and private sector engagement related to housing.• Coordinate with the Ministry for Development of Communities and Territories, the Ministry of Economy, and other government entities to ensure Bank interventions support national housing priorities and strategies.• Support integration of cross-sectoral approaches including urban development, finance, social protection, and environmental sustainability within housing programs.• Track implementation progress of Bank-supported housing projects and activities, flagging risks and opportunities for coordinated response.• Help prepare consolidated progress reports, as relevant, and briefing notes for Bank management and government stakeholders.• Facilitate engagement with development partners to enhance complementarity of support to Ukraine’s housing sector.ii. Effective Communication• Strengthen communication flows within the Bank Group and between the Bank, government, and external stakeholders to ensure transparency, consistency, and knowledge sharing on housing initiatives.• Develop and maintain a coordination mechanism or communication platform to provide real-time updates to the Bank management on ongoing housing-related Bank initiatives.• Provide inputs in regular internal updates summarizing progress, challenges, and upcoming activities across teams.• Support preparation of joint presentations, donor coordination materials, and public communication products as needed.• Facilitate information exchange to capture lessons learned and best practices from different Bank teams and projects.• Coordinate external communication efforts in collaboration with Bank and government communication teams and partners, ensuring consistent messaging.

Selection Criteria

The qualified candidate should possess the following qualifications and experience:• Educational Background: A Master’s degree in a relevant discipline (such as economics, finance, project management, public policy, business administration, or a related field) and a minimum of five years of substantial experience in the implementation or monitoring of development projects, public investment management, public policy initiatives, public investment planning, coordination of complex projects in housing and infrastructure sectors, and preferably IFI-financed projects.• Experience with Government and Development Partners: Demonstrated experience or knowledge of working with the Ukrainian government and development partner organizations. A clear understanding of their structures, processes, and priorities, and the ability to effectively navigate these to achieve project objectives. Understanding of Public Investment Management reforms in Ukraine.• Operational and Analytical Skills: Solid analytical skills, with demonstrated ability to organize tasks related to project management, portfolio support, and advisory services. Proven ability to work independently and as part of multiple teams.• Interpersonal and Diplomatic Skills: Strong interpersonal and diplomatic skills, with the ability to engage effectively with a wide range of stakeholders, including clients, partners, and staff at all levels.• Communication Skills: Excellent oral and written communication skills in both English and Ukrainian, with the ability to effectively convey complex ideas and foster collaboration.
