Background

After more than three years of the full-scale invasion of Ukraine by the Russian Federation, the war is entering a new phase, marked by intensified mass attacks with drones and missiles on people and civilian infrastructure in Ukraine. Such massive and indiscriminate strikes on residential houses, health facilities, schools, and the energy sector across Ukraine inflict increasingly severe hardships on civilians, making Ukraine even more dependent on external support and undermining ongoing and future recovery efforts. The country is now facing an entirely new set of challenges requiring urgent and adaptive recovery measures.

Building on Japan’s extensive expertise and the strong Japan-UNDP partnership in advancing recovery and the Humanitarian-Development-Peace (HDP)Nexus in complex crisis contexts such as Ukraine, the provision of urgent, integrated, and multi-sectoral support is critical to address the cumulative damage from the protracted war and the imminent challenges resulting from intensified mass-attacks on civilians in 2025.

This project aims to catalyse urgent recovery and strengthen resilience in response to the surge in deaths, destruction, displacement by recent intensified mass-attacks and cumulative suffering caused by the war in Ukraine. It seeks to promote Human Security by implementing immediate and coordinated responses to the interconnected and multidimensional threats that the country is currently facing, while strategically leveraging Japan’s experience, technologies, and expertise to address challenges in recovery in Ukraine.

The complex and compounded crises in Ukraine call for a holistic, multi-sectoral approach that transcends sectoral boundaries and prioritizes the needs of the most affected populations, requiring tailored and integrated forms of supports with three strategic focuses on:

This project intends to demonstrate a proof of concept for the 'Co-Creation' cooperation approach by strategically leveraging Japan’s knowledge, technologies, and expertise to address urgent recovery needs in Ukraine and creating an enabling environment where the private sector, either domestic or international, including Japanese, can engage and take part in bringing and accelerating Ukraine’s build-back-better recovery, particularly through public-private partnerships.

Duties and Responsibilities

Organize and oversee the implementation of the project capacity development and awareness-raising initiatives (trainings, workshops, conferences, round tables Contribute to the development and piloting of models on community-based one stop shop for victims assistance. Support the mine victims -related centres and facilities, including psychological, administrative, social services and rehabilitation centres, cabinet of assistive technologies, prosthetics workshops in selected regions on capacity development. Support the implementation of capacity development services (. draft TORs, other process documentation). Ensure quality assessment of the products produced by project’s external consultants. Ensure coherence and synergies of the project’s capacity-development interventions with other donors’ and Ukrainian institutions initiatives in the field.

Contribute to strategic planning and monitoring processes. Monitor the impact of the project capacity development activities. Contribute to the preparation of the project's progress reports and related monitoring and evaluation meetings.

Ensure proper communication with national and local authorities, public and private entities and other key stakeholders vis-à-vis capacity development initiatives undertaken. Support local authorities, service providers and national partners, in leading and guiding the review of capacities of staff in selected institutions at the national level and pilot regions (TBD), and design capacity enhancement modules for them based on the assessment. Provide support to local administrations in the target areas (TBD later) to identify gaps and needs, and design capacity enhancement initiatives/develop curricula, with the aim to transform existing psychological, administrative, social services and rehabilitation, centres, cabinet of assistive technologies, prosthetics workshops and other facilities to a model community-based one-stop-shop for victims assistance. Provide technical advice, liaise with the key stakeholders, officials of national, local authorities, partner organizations, international and national advisors and experts in the areas of the Project intervention.

4. Facilitate information and knowledge sharing and advocacy relevant to the assigned thematic area.

Contribute to public awareness activities through drafting TPs, posts, blogs etc. Prepare regular and on- request reports, contribute to development of the project reports. Establish and maintain the data-base on training institutions and individuals operating in the sector of rehabilitation. Lead the production of online learning / training materials, programmes and tools as envisaged by the project. Coordinate research and analysis, assessment and evaluations on the issues of rehabilitation and disability inclusion, process data, elaborate necessary documentation (concept notes, brief) to operationalize and steer project initiatives and activities. Establish and maintain the knowledge management system on the issues of rehabilitation and disability inclusion through keeping accurate electronic and paper filing, information and records systems on all capacity development activities. Coordinate development, production and sharing of the thematic knowledge products such as manuals, handbooks, video-lessons, guidance, brochures, leaflets etc. Participate in project and portfolio activities (meetings, round tables, conferences, other public activities); contribute to preparation, implementation and follow up, take meeting minutes etc. Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners. Ensure mainstreaming of disability inclusion and gender equality considerations through all capacity development work, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles.

4. Institutional Arrangement

The Capacity Development Analyst will work under the direct supervision of the Project Coordinator.

Skills and Experience

Min. Education Requirements Advanced university degree (master’s degree or equivalent) in Political Science, Public Administration, Law, International Relations, Social Sciences or related discipline is required, or A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the Master’s degree. Min. years of relevant work experience A minimum of 2 years (with master’s degree) or 4 years (with Bachelor’s degree) of relevant experience at the national or international level in institutional reform and capacity building of public institutions, in project management or related area. Experience, Knowledge, and Skills Excellent knowledge of computer applications. Desirable Criteria Demonstrated experience in leading needs assessments and conceptualizing, designing and delivering capacity enhancement initiatives, in cooperation with national and local authorities. Previous experience in mobilizing national and international expertise for institutional reformand capacity development. Proven experience in cooperation with governmental structures, international agencies, civil society organizations.

Prior experience in delivering trainings, workshops, seminars.

Required Language(s) 

Fluency in English and Ukrainian is required.
