The British Embassy in Kyiv is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a Portfolio Co-ordinator for the Humanitarian, Stabilisation and Recovery (HStaR) Team.
The British Embassy Kyiv (BEK) Humanitarian, Stabilisation and Recovery (HStaR) team’s portfolio includes delivery of UK aid for humanitarian response, energy security, social and economic recovery and reconstruction, reform and stabilisation. The team has 60 members who bring strong conflict, gender equality and social inclusion, energy security, private sector and governance capability across the portfolio. You will be part of the Excellence Learning, Evaluation Verification Assurance Team (ELEVATE), which is responsible for portfolio quality, excellence and assurance.
Main purpose of job:
This is an exciting role, with opportunity for stretch and development for the right candidate. You will have responsibility for overseeing assurance and FCDO’s Programme Operating Framework (PrOF) compliance on HMG’s largest ODA portfolio. You will also manage a £3m p.a. project within the ELEVATE team as Project Responsible Owner (PRO). You will report to HStaR’s Strategic Finance & Excellence Lead within ELEVATE but also work closely with in the Deputy Development Director, colleagues across HStaR, the Post, and EECAD.

In this role you will also be responsible for overseeing and monitoring programme assurance and compliance for the BEK portfolio plus programme management for HSTaR’s Third Party Monitoring contract.
Areas of focus will include:
Portfolio Assurance
Supporting programme teams to deliver effective compliance checks in line with the Programme Operating Framework e.g. risk registers, annual reviews, due diligence processes, asset verification, safeguarding-checks etc.Preparing quarterly Programme Assurance report for BEK HSTaR and co-ordinate input from across the network.Liaising with wider Directorate on BEK HSTaR compliance and assurance to maintain senior confidence.Leading and coordinating the Annual Management Assurance Process with programme teams across the embassy.Co-ordinating or presenting training to implementers and programme teams to clearly communicate expectations on compliance.Programme Responsible Officer
Manage and shaping the FCDO’s relationship with our partner, in collaboration with lead programme advisor.Manage project/component level finances, including payment of invoices, management of system processes and updating forecasts.Ensure compliance at partner level with the FCDO's PROF, including through effective risk management, management of aid diversion and safeguarding cases and other essential compliance processes.Manage project level accountability through ongoing results management and maintain the annual programme cycle timeframes. Support improvements in programme management standards by adapting current processes where required.Input into programme communications and parliamentary responses.Contribute to programme reporting and analysis and work with Advisors to support effective policy-making. Collect data, draft readouts from meetings with interlocutors, and engage with key stakeholders.Support and lead events with implementers or visitors from the UK. Providing translation and / or briefing notes as required for senior officials.Contribute to wider team objectives and lead on ad hoc initiatives, e.g. Partner Days and Deep Dives.Join monitoring visits within Ukraine to programme sites and activities, accompanied by colleagues, where security allows and in line with business need.The Foreign, Commonwealth and Development Office (FCDO) operate an agile workforce. Essential qualifications, skills and experienceOur Ideal Candidate shows:
Strong written and verbal communication skills in English and Ukrainian (at a minimum of a C1 level according to CEFR*) to provide balanced, sound advice and represent FCDO in external meetings.Minimum three-years’ experience in project or programme management in a development context, within an international NGO, multilateral institution, donor organisation or company.A proven track-record in working independently, flexibly and proactively and taking responsibility for tasks and workstreams.Experience working with external partners.Excellent time management and organisational skills, and ability to manage workload, deliver at pace and prioritise effectively whilst maintaining quality.Proven project/programme management experience and associated skills (financial management, risk management and compliance).Excellent team working; strong networking and collaboration skills and the ability to build productive, respectful relationships quickly.Confident IT skills and familiarity with use of MS Office suite. Staff recruited locally by the British Embassy in Kyiv is subject to Terms and Conditions of Service according to local Ukrainian employment law. This is an official employment, and the salary is subject to official tax; currently 23%. The salary is a set rate and there are no additional allowances on top.
