Background

iMMAP Inc. implements a Third-Party Monitoring (TPM) project funded by the US Department of State Office for Weapon Removal and Abatement (WRA) with the purpose of monitoring and verifying U.S. funded Conventional Weapons Destruction activities in Ukraine at regularly scheduled intervals to confirm the accuracy of PM/WRA implementing partners' reports and the compliance with the terms and conditions of their respective agreements or contracts. 

Description of Duties

The Field Monitor is responsible for all assigned tasks by the Project Manager as follows:

· Conduct, coordinate and supervise regular sit visits for Implementing Partners (IP)s and prepare mission reports.

· Conducts visits to at least 10 sites cleared by each IP during the past quarter. If an IP has completed less than 10 tasks during the quarter, the team will visit at least 50% of the completed task sites.

· Ensure to conduct after-action reviews after site visits and include the same in your daily reports to the Information Management officer (IMO).

· Provide weekly reports based on thorough site visits that monitors, verifies and reports the activities conducted by IPs Report any capacity gap on an ongoing basis as it relates to M&E implementation.

· Ensure regularly update, relevant monitoring and tracking tools and share with IMO and M&E / Data Visualization Specialist for consolidation.

· Assist in the development of relevant M&E tools and frameworks and ensure that tools are utilized during the site visits.

· Participate in the development and implementation of assessments, studies, surveys and data collection methodologies.

· Work closely with IPs to ensure that project-relevant information is shared promptly and Liaise with IPs to facilitate implementation 

· Coordination with IPs in order to determine evaluation objectives and methods.

· Actively engage local communities in the locations reported by PM/WRA IPs to verify that CWD activities were carried out in these areas and to determine if these activities have, and to what extent, improved the quality of life and access to basic social services and economic opportunities for the affected communities.

· Establish and maintaining excellent working relationships with the IPs in your area of responsibility and interest, as well as the identification and maintenance of access routes to the partners’ work sites. Also, build on iMMAP’s existing strong relationships with the national mine action authorities (NMAA) and IPs to allow for close coordination with these organizations.

· Report any capacity gap on an ongoing basis as it relates to information management implementation

· Complete additional tasks assigned by the Project Manager.

· Act as security focal point when security staff is not joining the field visit.

Requirements

Required Competencies & Knowledge:

· Excellent organizational skills with the ability to coordinate activities and projects

· Excellent communication and interpersonal skills and ability to establish relationships with stakeholders, with good negation skills.

· Knowledge and understanding of mine action mandates and operations.

· Capacity to produce coherent and good quality reports. 

· General computer skills (use of MS Office package)

· High level of motivation and proactivity

· Ability to work under pressure and long hours at different locations.

· Flexible and adaptable to any situation.

· Self-reliant and able to work independently

Academic Qualifications/Experience/Language

· Bachelor’s Degree in social sciences, humanitarian and/or development studies, or relevant field 

· Minimum 5 years of relevant experience within the Mine Action Operations and management. 

· Previous experience in either program implementation, coordination, analysis or monitoring and evaluation essential 

· Experience in working in complex and volatile contexts 

· Good working knowledge of English (written and spoken)

· Valid Military Registration Documents are required.
