Cowater International is looking for expert candidates for an assignment in External assistance with Monitoring, Evaluation, Accountability and Learning (MEAL) of the Ukraine Transition Programme (UTP) 5-8
Assignment Overview The purpose is to enable EUNABO Department within the Ministry of Foreign Affairs of Denmark (EUNABO), Embassy of Denmark in Ukraine (RDE) and the Embassy Office in Mykolaiv (EOM) together with implementing partners to adjust implementation and activities of projects under the Ukraine Transition Programme (UTP). Moreover, the team is to contribute to a flexible and agile implementation and management of the projects/programmes under UTP, including support to risk management.
The expert positions are part-time for the whole duration of the Assignment, expected to commence in Q1 6. The implementation is in two phases, where the second phase is optional, although intended to form one single work process. The first phase lasts for months. The overall foreseen completion date for the assignment is st of October 9. The experts are expected to commit part-time for the whole duration of the assignment.
Foreseen tasks for the team include, but are not limited to:
- Refinement of results frameworks
- Reviewing of annual narrative reports from implementing partners
- Validation of information
- Support to annual reporting
- Sharing and compiling of lessons learned
- Thematic and cross-cutting reporting and deep dives
- Analytical support for final reporting
- Financial monitoring
- Other ad-hoc tasks such as notes supporting learning, cross-project comparisons, annual case stories or analysis, thematic or technical and/or periodic reviews, value-for-money assessments, drafting ToRs for studies and mid-term reviews or assistance in communication activities...
The implementation of the Ukraine Transition Programme is based on the Aid Management Guidelines of the MFA Denmark (Bilateral cooperation), including the MEAL responsibilities. The support under the UTP will be fully aligned with the new Country Strategic Framework for Denmark's partnership with Ukraine July 5 - June 8, aligning to emerging focus areas of the strategy:
- Strengthening resilience and cohesion, and address the urgent needs of populations, including support for early recovery and transition.
- Energy security, green transition and just growth creation of jobs.
- Reforms and EU-accession: consolidating and development of democratic institutions and processes.
The management arrangements have been designed to reflect the nature of the UTP, with, on the one hand, engagements at national, regional and local levels in Ukraine and, on the other hand, engagements designed specifically for Mykolaiv City and Region.
Expert 1: Team Leader General Qualifications required of the expert: - must have a university degree at least equivalent to a Master's degree in a relevant field
- must have at least five years of demonstrated experience from similar assignments, including evaluations and long-term MEAL assignments.
- must have at least years of demonstrated experience of planning, implementation and monitoring of development co-operation interventions.
Adequacy for the Assignment - should have at least years of post-degree working experience with planning and/or monitoring of capacity building and institutional development, including institutional development of public institutions and CSOs, preferably with experience from working in fragile or conflict-affected contexts.
- documented expertise from good governance, public sector reforms, and anti-corruption measures
- documented expertise from assessment/review of partners´ MEAL capacity and building partners' MEAL capacity
- experience with the Aid Management Guidelines (AMG) comparable to the one's of the Ministry of Foreign Affairs of Denmark.
Experience in the Region and Language - thorough knowledge of the Ukrainian context and recent political and social development, including knowledge of key Ukrainian institutions in the UTP as well as the nature of the Ukrainian civil society
- knowledge of Danish bilateral development cooperation to Ukraine and/or the region
- must be able to understand, speak and write English at level C1 according to the Common European Framework of Reference for Languages scale (;
Expert 2: Early Recovery, Reconstruction and Resilience Expert General Qualifications required of the expert: - must have a university degree at least equivalent to a Master's degree in a relevant field, such as construction or development studies
- must have at least years of demonstrated experience planning, implementation and monitoring of early recovery/ reconstruction/resilience interventions
Adequacy for the Assignment - documented experience from MEAL related aspects of early recovery/reconstruction/resilience and/or development cooperation
- document knowledge of key Ukrainian stakeholders in the area of early recovery and resilience
- prior experience with the Aid Management Guidelines (AMG) comparable to the one's of the Ministry of Foreign Affairs of Denmark
Experience in the Region and Language - documented knowledge of the Ukrainian context and recent political and social development
- must be able to understand, speak and write English at level C1 according to the Common European Framework of Reference for Languages scale
Expert 3: Financial Expert General Qualifications required of the expert: - must have a university degree at least equivalent to a bachelor degree in a relevant field, such as accounting, auditing, business administration or economics.
- must have at least years of demonstrated professional experience within financial management and monitoring.
Adequacy for the Assignment - solid knowledge (at least 5 years) of Financial Guidelines comparable to the one's of the Ministry of Foreign Affairs of Denmark
- demonstrated experience from working with both international organisations and major international CSOs
- prior experience from financial management of Danish CSOs according to DANIDA CSO-guidelines
Experience in the Region and Language - must be able to understand, speak and write English at level C1 according to the Common European Framework of Reference for Languages scale
Expert 4: MEAL and Monitoring Expert General Qualifications required of the expert: - must have a university degree at least equivalent to a Master's degree in a relevant field, such as social sciences or development studies
- must have at least 3 years' experience within development cooperation and planning/monitoring/review of development projects..
Adequacy for the Assignment - demonstrated experience with monitoring and reporting from development projects in the field of reform and/or resilience/early recovery
- demonstrated experience from development projects implemented by CSO or/and international organisations
- prior working experience with the Aid Management Guidelines (AMG) comparable to the one's of the Ministry of Foreign Affairs of Denmark.
Experience in the Region and Language - must be able to understand, speak and write English at level C1 according to the Common European Framework of Reference for Languages scale
- prior working experience from Ukraine or from the region.
Expert 5: Institutional Expert General Qualifications required of the expert: - must have a university degree at least equivalent to a bachelor's degree in a relevant field
- must have at least years of demonstrated experience from working in Ukraine with development cooperation and Ukrainian institutions and administrative practices.
Adequacy for the Assignment - demonstrated experience in implementation of development projects within the field of democracy and/or early recovery and reconstruction projects
- good understanding of the institutional landscape and of relevant stakeholders at both national and local level in Ukraine
- insights into the institutional landscape of the City and Region of Mykolaiv in Ukraine
- thorough knowledge of the contextual development in Ukraine both before and after the Russian invasion in February 2
Experience in the Region and Language - must be fluent in Ukrainian - speaking, reading and writing.
- must be able to understand, speak and write English at level C1 according to the Common European Framework of Reference for Languages scale).
