Background

The United Nations Office on Drugs and Crime is the lead UN agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments in this regard. UNODC’s mission is to contribute to global peace and security, human rights and development, by making the world safer from drugs, crime, corruption and terrorism.

The UNODC Programme Office for Ukraine (UNODC PO) is located in Kyiv, Ukraine. UNODC is a member of the UN Country Team and builds on its ongoing presence in Ukraine to support the Government of Ukraine’s response to the security, economic and social impact of the war in Ukraine.

This position is located in Kyiv, Ukraine. The incumbent will work, under the overall guidance of the Head, the UNODC Programme Office in Kyiv, and for substantive issues, under the overall supervision of the Chief, Firearms Trafficking Section, UNODC, and in cooperation with the designated UNODC staff. The incumbent will serve as National Programme Officer supporting the implementation of the Global Firearms Programme (GLOX34) in Ukraine.

Duties and Responsibilities

The incumbent will be responsible for implementation of the activities of the GFP in Ukraine and act as a resource person on substantive issues related to good practices in prevention, detection, and countering illicit trafficking in firearms and related forms of organized crime.

Under the direct supervision of the Crime Prevention and Criminal Justice Officer, Firearms Trafficking Section, UNODC , the National Programme Officer will achieve the following key tasks:

Act as a resource person in firearms control, specifically in the field legislative harmonization of firearms legislation with international instruments, prevention, detection, investigation, prosecution and adjudication illicit manufacturing of and trafficking in firearms and related offences; Facilitate the organization of and take part in the delivery of project activities including trainings and other capacity-building support for countering illicit manufacturing of and trafficking in firearms; Prepare documentation, analyses and collate papers/reports, including background materials, analytical and substantive documents and reports, documentation on training courses and meetings, data for evaluation, briefing notes, working papers etc., linked to firearms control activities in the country; Compile and analyse data on implementing the activities under the GFP in Ukraine - such as details of participants, gender segregation, and agencies represented at the trainings, meetings, and workshops, and update the Training Register accordingly; Coordinate assessments of national legal and institutional frameworks on firearms controls and facilitate international cooperation in criminal matters; Support advocacy actions for a policy, educational, legal and community framework to counter illicit manufacturing of and trafficking in firearms; Draft media briefings, press releases, news events, inputs for webpage; Maintain constant liaison with all beneficiary agencies to ensure timely delivery of activities and provision of guidance to the executing agencies on routine implementation of projects activities, tracking use of financial resources; Identify and establish linkages with key national counterparts, stakeholders and resource persons, as well as with bilateral and multilateral partners involved firearms control issues as applicable; Provide guidance to implementing partners and assistance to coordination, monitoring and expedition of project activities including extensive liaison with all stakeholder agencies to initiate requests, prepare standard terms of reference against project objectives, obtain necessary clearances, process and follow-up on administrative actions, and resolve issues related to project implementation; Contribute to and participate in meetings and national events related to firearms control as well as data collection, research and monitoring and evaluation as applicable; Proactively support and seek opportunities for fundraising strategies on firearms control; Provide high quality analysis and draft presentations of information/data on specific project and related topics; highlight noteworthy issues/trends for stakeholders and HQ consideration; Lead administrative aspects of project planning and preparation for the delivery of activities of the GFP, which are coordinated with relevant stakeholders; Contribute to procurement of goods, services and other project inputs, preparing ToRs for experts, consultants, concept notes for meetings, training programmes, workshops, and other needed documents; Collaborate closely with relevant Sections and Branches at UNODC; Establish links with relevant UNODC projects, as well as with relevant external partners in those areas, including civil society organizations and non-UN organizations. Implement GFP’s annual work plan and quarterly work plans in consultation with stakeholders; Provide inputs to quarterly, semi-annual and annual narrative and financial reports of GLOX34; Effective support to various planning instruments such as internal work plans; assistance on reporting requirements, guidelines, rules and procedures and ensuring completeness and accuracy of data submitted;  Initiate and maintain partnerships with development partners, government institutions, private sector, civil society and other stakeholders to contribute to the achievement of project results; Prepare substantive briefs on possible areas of cooperation, prepare correspondence and communications related to all aspects of project administration, including work plan and budgets, revisions and other implementation related issues with all stakeholders; Contributes to knowledge networks and communities of practice;  Contribute to development of knowledge products under the project. Perform other tasks and assignments as necessary.

Work implies frequent interaction with the following: 

Counterparts, officers and technical staff in relevant Secretariat units and in UN funds, programmes and other UN specialized agencies; Representatives and officials in national governments, international organizations, consultants; Representatives from the private sector, civil society and academia.

Implements programmes’ work plan.  Create strategic partnerships.  Executes technical, administrative, and financial implementation of programme, coordination as well as monitoring.  Carries out research and analysis of issues and developments affecting programme/project development, administration and implementation etc. UNODC supported in its events and dissemination of information. Provides thorough and well-reasoned written contributions. Programme progress and delivery reports written. Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally. UNODC represented in meetings and events. Human rights, gender equality, and youth are mainstreamed in programming and communication

Measurable outputs of the work assignment:

Full and appropriate implementation of the duties in line with the programme activities; Results, experiences and lessons learned during implementation of the programme; Reporting and quality monitoring activities completed.
Performance indicators for the evaluation of results: Respective sections of the annual work plan of the programme are fully and timely implemented; Funds delivery allocated for the programme activities reached as much as possible; Programme and Component activities are carried out in strict accordance with UNDP/UNODC rules and procedures.

Required Skills and Experience

Education:

Master`s degree (or equivalent) in Criminal Justice, Law, Public Administration, Political or Social sciences or a related field is required.

Experience:

 A minimum of 5 years with a Master`s degree (or equivalent) of progressively responsible experience in the field of law or criminal justice system is required.  Work experience at the national or international level in programme management, in particular, technical assistance projects, including planning, implementation, monitoring and evaluation is required.  Experience in investigation and prosecution of firearms and/or organized crime cases, and/or facilitation of international criminal justice cooperation is desirable. Practical experience in the design, development and delivery of capacity-building activities and in the development of training tools, materials, manuals or curricula, with a focus on firearms control is desirable. Work experience in an international organization or within the United Nations system is desirable. Experience in the usage of computers and office software packages (MS Word, Excel and handling of web-based management systems, and database management.

Language Requirements: For this position fluency in English and Ukrainian is required; the ability to draft clear and well-organized texts in both languages is required.
