We Work In Close Collaboration With Key Ministries, Departments, And Agencies In a Robust, Integrated Manner Through Six Signature SolutionsPoverty and InequalityGovernanceResilienceEnvironmentEnergyGender EqualityIn Ukraine, these Solutions are integrated and targeted with a focus on three programmatic areas of support:Inclusive Development, Recovery and PeacebuildingDemocratic GovernanceEnergy and EnvironmentAll three of these programmes are aligned with the national priorities, which include accelerating sustainable economic growth and attracting green foreign investments, fighting corruption, resilient recovery and peacebuilding of the conflict-affected areas based on the principles of leaving no one behind and building back better, and streamlining digital governance to make all-state services accessible electronically.Position PurposeUnder the guidance and direct supervision of the Operations Manager (P4), the Operations Analyst contributes to the efficient operational service delivery to the UNDP programmes and projects, and to internal and external clients of UNDP.The incumbent contributes to the effective operational services by collection, compilation and analyzes of various data of different operation units; ensures effective implementation of financial monitoring policies and contributes to the transparent and strategic financial management of the CO overall resources.Reporting Structure And PartnersReports to the Operations Manager (P4), works in close collaboration with operations teams, Operations Manager (P5), programme and project teams, with the Operations Unit Heads and Strategic Planning, Partnership, RBM Unit, and UN entities in Ukraine.UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.Key Duties And Accountabilities Contribution to the implementation of operational strategies, focusing on achievement of the following results:Full compliance with UN/UNDP financial rules, regulations, policies, and strategies Contribution to operational and financial business processes mapping and elaboration of internal standard operating procedures.Full compliance of operations with UN/UNDP rules, regulations and policies, support to ensure the implementation of corporate operational strategies, monitoring of operations achievements and results.Elaborates proposals and contributes to the implementation of cost saving and reduction strategies.Regular monitoring and analysis of the operating environment, proposals for readjustment of the operations, managing risks and ensuring compliance with the corporate risk management guidelines.Ensures keeping the internal control framework updated and delegations of authorities duly documented.Coordinates collection and organization of supporting documents for the CO DIM, HACT and Management audits. Designs questionnaires of client satisfaction surveys Contribution to the implementation of oversight actions over the country offices financial resourcesMonitors CO delivery of core/non-core development and management resources and alerts the management to CO delivery levels. Oversees the regular monitoring of the corporate financial and operations related dashboards, coordinating with the responsible units the necessary actions for correction. Implements and maintains an effective planning and analysis capability that will provide management with appropriate analytical tools to establish goals and measure the financial performance of the CO. Routinely communicates the CO consolidated financial and operational performance trends, historical and forecasted, using appropriate metrics. Suggest trends, resulting implications, key actions, and strategic implications. Coordinate the spending review process for the CO. Prepares presentations in support of management meetings and various strategic meetings of the CO. Extraction and analyzes of finance and operations related data from various resources and dashboards. Provides support to the Operations Manager and the Operations Units, focusing on achievement of the following results: Supports the Operations Manager in preparing the Operations Team result-oriented work plans.In cooperation with the ICT team, oversees the design of new tools and applications for business process automation related to operations and finance. Oversees and coordinates the preparation of cost-recovery bills for UNDP/UN entities, based on Operations Units inputs.Acts as an alternate to create user profiles in UNDP management system (Quantum, if required)Participates in the Operations Unit Heads regular meetings, monitors the follow up of the action points agreed. A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.Knowledge of IPSAS and/or IFRS will be considered as an advantage.Experience, Knowledge, And SkillsApplicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
