We are seeking a highly qualified Team Leader for an upcoming preliminary transport sector study in Ukraine. The objective of this assignment is to conduct a pre-feasibility study of the proposed M-15 Odesa–Reni transport corridor and its associated subprojects. The study will assess the project from strategic, technical, economic, environmental, and social perspectives, and will prioritize and structure investments for phased implementation.
Key Responsibilities
The Team Leader will oversee and ensure the quality of the following activities:
Conduct a comprehensive, multi-dimensional preliminary assessment of the transport corridor development plan, including:
Technical, legal, and regulatory analysis
Environmental, social, and climate considerations
Land acquisition requirements, in line with the PREPARE Project Environmental and Social Management Framework (ESMF) and related instruments, including the Environmental and Social Commitment Plan (ESCP) and Stakeholder Engagement Plan (SEP)
Revenue potential, affordability, and value-for-money analysis
Limited market sounding and risk assessment
Prioritization and financial structuring of subprojects
Provide recommendations on the scope and structure of feasibility-stage studies and any required design work to advance the corridor or its subprojects toward investment and implementation
Deliver project outputs, including monthly progress reports, in accordance with the agreed scope and schedule
Project Details
This project is currently in the bidding phase and is expected to commence in early May 2026, with a total duration of six months. The Team Leader is expected to spend a substantial portion of time in Ukraine to ensure effective stakeholder engagement and coordination with the Beneficiary, PPP Agency, and other relevant stakeholders.
At present, meetings with the Beneficiary and other stakeholders are expected to take place in virtual or hybrid (online/offline) formats.
A minimum of 15 years of relevant professional experience in the preparation, assessment, or implementation of investment projects
Demonstrated international experience and a strong track record at the corporate level in project preparation, including pre-feasibility and feasibility studies for large-scale investment projects, in line with EU standards, IFI requirements, and international best practices
At least 10 years of proven project management experience
Strong expertise in transport infrastructure, with a particular focus on road and highway development
Proven experience in traffic and revenue forecasting, as well as in the costing, technology, and implementation of highway and road infrastructure
Excellent command of English (written and spoken); knowledge of Ukrainian is considered an asset
Prior professional experience in Ukraine is highly desirable
