Background
The principal role of the Technical Material Developer is to provide high quality technical inputs on Information Management and GIS for the success of the project in building local mine action authorities’ capacities to collect, verify, store, and analyze mine action and related data, to support the planning and prioritization of mine action operations within Ukraine. The Technical Material Developer will lead the development and implementation of new information management tools, including the ArcGIS-based IMSMA Core solution as the new Information Management System for the National Mine Action Program, as well as the capacity strengthening of mine action operators to support implementation of new IM tools and systems.

Description of Duties
OPERATIONAL:
Lead, in coordination with iMMAP’s IM, GIS and Software Engineering sections, the development and implementation of IM and GIS tools for the Ukraine National Mine Action Program.Lead the identification and design of Information Management solutions tailored to the need of the project beneficiaries (Ukraine National Mine Action Authorities and Mine Action implementing partners).Supervise the work of the IM and GIS technical staff under his/her responsibility, to ensure quality outputs are provided as per project strategy, and beneficiaries’ requirements.Review and assess IM and GIS tools and systems developed for the mine action sector, to ensure they are functional, fit-for-purpose, user friendly and sustainable.Oversee the development of technical documentation related to IM/GIS tools and processes, including development documentation, user guides and SOPs.Support the development and testing of geoprocessing models to automate key processes related to mine action data.Support iMMAP’s GIS staff to conduct land use desktop surveys for review of suspected hazardous areas and provide insights into impact of ERW clearance activities, in coordination with mine action implementing partners.Design online tools and support the design of dynamic maps to support the processing and analysis of mine action data.Ensure project activities follow the overall project strategy and objectives are achieved, as defined in the project workplan.CAPACITY BUILDING:
Develop comprehensive IM and GIS training programs for mine action stakeholders, including National Mine Action Authorities, and support integration of training material to iMMAP Inc’s E-learning platform.Support development and delivery of a Training of Trainers for National Mine Action Authority staff to enhance internal training capacity.Plan, coordinate and deliver advanced training in GIS and related information management systems and processes at the required levels.Build and support the development of iMMAP Inc’s national staff technical capacity inGIS and information management.SUPPORT TO PROJECT MANAGEMENT, MONITORING AND LEARNING AND PROGRAM DEVELOPMENT:
Support the Project Manager to develop the project work-plan and financial forecasts.In coordination with the Project Manager, ensure that project activities are implemented in line with the project plan and objectives.Support the compilation of information to prepare project progress reports.Actively contribute to the monitoring and learning process of the project, in close coordination with the Project Manager.Provide technical input in the development of new project proposal or project concept notes.STAFF MANAGEMENT:
As required, adjust the structure of the project team and ToRs outlining staff roles and responsibilities and conduct staff performance evaluations.Participate in the recruitment process of project technical staff and lead development of technical tests, as requested by the Project Manager.Ensure that any staff under your supervision receive appropriate and adequate training through the provision of coaching.ORGANIZATIONAL LEARNING:

EDUCATION:
Bachelor or Master’s degree, or other advanced qualification in Geographic Information Systems or University in the field of Information Technology.EXPERIENCE:
Minimum of 7 years’ experience in provision of Information Management and GIS technical support.Demonstrated experience in technical capacity building projects, including development and delivery of IM/GIS training packages.Experience in data processing and analysis, including data QA/QC processes and relational database queries (SQL).Experience in development of IM/GIS tools, technical standards and documentation.In depth knowledge and experience in the application of GIS software, including ArcGIS Pro, ArcGIS Enterprise and QGIS is essential.Experience and knowledge of software engineering and programming language theory would be an advantage.Experience in the Mine Action sector would be a strong advantage, but not essential.Basic knowledge of back-end languages and frameworks (such as C#, Java, and Python) is an advantageProven and well-developed influencing and relationship-building skills with stakeholders at different levels.SKILLS:
Strong analytical skills, and apt at turning abstract discussions into concrete ideas.Ability to develop and carry out work plans and solve problems independently.Ability to perform tasks according to tight deadlines and a flexible attitude.Ability to recruit, develop and manage IM/GIS staff.Fluency in written and spoke English is required.Knowledge of computer applications, including proficiency in MS Office.Guiding Principles
