Background
iMMAP Inc. provides information management and capacity strengthening services to humanitarian and development actors worldwide. In Ukraine, iMMAP Inc. supports National Mine Action Authority (NMAA), relevant governmental institutions and agencies, and Implementing Partners (IPs) in enhancing their information management systems and institutional capacities for humanitarian mine action, in line with International Mine Action Standards (IMAS).
iMMAP Inc. implements Capacity Strengthening of National Mine Action Authorities to support effective, sustainable, and evidence-based mine action operations. Funded by the Dutch Ministry of Foreign Affairs, the Project aims to enhance information management (IM) capacities of NMAA across the mine action sector, align interventions with national priorities, and support data-driven planning and decision-making.
Description of Duties
Under supervision of the iMMAP Inc. Ukraine Country Representative (CR) or/and Programme Coordinator, the Project Manager (PM) will lead the design and implementation of the project through effective management, coordinated information management (within the team), and perform robust monitoring and evaluation of project deliverables. The PM role will ensure strong alignment with national Mine Action strategy and priorities, while promoting accountability, evidence-based decision-making, and sustainable capacity development within the sector.
The Project Manager will lead a project to strengthen the Information Management (IM) capacity of Ukraine’s National Mine Action Authority (NMAA). The role is responsible for overseeing a multi-disciplinary team to deliver sustainable improvements across four strategic pillars: capacity building, information sharing, data management, and system development. Given the highly decentralized and fragmented nature of Ukraine’s mine action sector, the PM must navigate complex institutional relationships with key government ministries (Education, Economy, Defense, Internal Affairs) and international partners to ensure evidence-based planning and decision-making
The PM will be responsible for all tasks assigned by the Country Representative or/and Programme Coordinator, as following:
Project Management duties:
Oversee the kickoff, planning and overall implementation of the project during the first year, ensuring the project objectives are met within the required time frame and budget.Ensure close collaboration with stakeholders to define clear, measurable objectives and outcomes for the project.Develop an implementation strategy for the 4-year project which is appropriate to the country’s context and strategy.Plan the mobilization of resources for the implementation of program activities.Create detailed project plans that outline the 4-year milestones, deliverables, timelines, resources, and budgets. Support project implementation as needed, including developing assessments, baselines, budgets, monitoring and evaluation systems, reporting and close-out.Establish and lead the project management and oversight structure to ensure coordinated implementation and defined accountability. Ensure consistent follow up and review of the project budget in collaboration with the Finance Coordinator and Country Representative.Manage the project budget and timeline in strict compliance with the Dutch Ministry of Foreign Affairs (MFA) requirements.Oversee the development and delivery of tailored, sector-specific training modules in GIS, data analysis (Power BI), and advanced Excel for NMAA personnel and relevant institutions.Institutionalize a Training-of-Trainers (ToT) approach to build a sustainable cadre of national trainers and mitigate the impact of high staff turnover within NMAA institutions.Facilitate the creation of a trusted information-sharing environment across the NMAA Secretariat, NMAC, SESU, and CHD.Lead the development of Standard Operating Procedures (SOPs) for data storage, access, and secure inter-institutional exchange.Strengthen NMAA’s capacity to standardize and lead data management across the sector, reducing manual processes and data inconsistencies.Oversee the creation of analytical dashboards and predictive tools to support national and regional prioritization of demining efforts.Proactively inform Country Representative of identified opportunities, risks and risk mitigation measures relevant to the project.Support the compilation of information to prepare project progress reports as per iMMAP and donor requirements.Provide technical input in the development of new project proposals or project concept notes. Maintain an overview of the national and regional context with a view to the strategic development of the project both in the current identified sites and potential future extension.Monitoring, Evaluation, Accountability and Learning (MEAL) duties:
Integrate Monitoring and Evaluation (M&E) frameworks into project planning and implementation.Design and implement Monitoring, Evaluation, and Learning (MEL) framework for data collection, analysis, and reporting to assess progress, impact and guide implementation and support adaptive management.Lead development of indicators, baselines, and evaluation methodologies tailored to the Ukrainian humanitarian mine action strategy .Ensure accountability to beneficiaries by embedding feedback and complaint mechanisms into project cycle management.Promote organizational learning by documenting lessons learned and good practices.Operational / Information Management (IM) duties:
Serve as the primary liaison with the NMAA Secretariat, NMAC, SESU, and the Ministry of Economy (e.g. Demine Ukraine initiative).Represent the project at the Humanitarian Mine Action (HMA) IM Working Group and the UN Mine Action Area of Responsibility (AoR) meetings.Maintain regular communication with the Dutch MFA to provide progress updates and ensure strategic alignment.Lead the identification of Information Management solutions tailored to the needs of project beneficiaries (NMAA, government institutions, IP).Supervise the work of the IM and GIS project staff to ensure quality outputs are provided as per project strategy and beneficiary requirements.Support the development of geoprocessing models to automate key processes related to mine action data.Manage the technical upgrade of IM systems (e.g., IMSMA Core) and ensure interoperability with NMAA.Establish a technical support infrastructure, including a helpdesk to provide ongoing assistance to national authorities.Ensure project activities follow the overall project strategy and objectives are achieved.Review and advise on the developed systems and tools.Develop dashboards and visualization tools (Power BI, Tableau, ArcGIS, QGIS) for effective delivery of the trainings.Ensure alignment with international standards (IMAS, Sphere, CHS ) and donor reporting requirements.Staff Management duties:
Adjust the structure of the project team and ToRs outlining staff roles and responsibilities, while conducting staff performance evaluations, to ensure optimal project performance.Supervise a technical team, including the Capacity Building Coordinator, Training Materials Developer, Information Management Officers and other assigned personnel.Submit recruitment requests for the project to HR and participate in the recruitment process if required.Ensure that staff under supervision receive appropriate and adequate training through the provision of coaching and mentoring.Promote a positive and inclusive team culture, ensuring staff well-being and professional growth.Security:
In coordination with the Country Representative and Country Security Advisor (CSA), ensure that security plans and protocols are adequately followed by the project staff.Support CSA where and when is required.Requirements
Education
Bachelor’s or Master’s degree in Engineering, Social Science, Project Management, Information Management, Geographic Information Systems, or similar and relevant field of study.Experience
Minimum of 5 years’ experience in provision of Information Management and GIS technical support.Minimum of 3 years’ experience in project management.Demonstrated experience in technical capacity building projects, including development and delivery different training packages.Experience in data processing and analysis, including data QA/QC processes.Knowledge and experience in the application of GIS software, including ArcGIS Pro, ArcGIS Enterprise and QGIS.Experience in the Mine Action sector is a strong advantage.Work experience in conflict and post-conflict countriesWorking experience in the international NGO and preferably in the Eastern EuropeProven and well-developed influencing and relationship-building skills with stakeholders at different levels.Skills
