Organisational Context

Country Offices are time-bound and scalable staging posts for the Court’s operations in the situation countries, offering office space, vehicular support for missions and communications material and tools. They are also a source of information for Headquarters in terms of socio-political and security developments in the situation countries. Country Offices develop and maintain relationships with key partners on the ground in order to assist various Court actors in the execution of their roles in the field. Country Offices are organizationally located in the Division of External Operations (the “DEO”) of the Registry.

Duties and Responsibilities

Within the Security and Safety Section, the Associate Field Security Officer (AFSO) will be assigned to the Country Office in Ukraine and will report to the Field Security Officer for providing the security advisory and support to the Chief of the Country Office and to the Field Security Coordinator. The AFSO may be deployed to other country situations according to the operational requirements and/or special field security assignments.

Under the direction and under the supervision of the Field Security Officer, the incumbent will perform the following duties:
• Plans, coordinates security operations on assignment to field locations, in accordance with security plans and related security policies and standards (including but not limited to the UNSMS Security Risk Management, Security Plan, RSM, Residential Security Measures).
• Plans and executes missions requiring detailed (or specialized) security support, such as field close protection assignments, arrestee transport operations or providing security support to investigative, judicial or witness protection operations.
• Maintains a network of local contacts to exchange security-related information and obtain cooperation in dealing with security incidents, threat/risks.
• Monitors and compiles incident and security situation reports, travel advisories and other security related reports, with a particular emphasis on identifying emerging security threats and providing pragmatic mitigation measures to such threats.
• Develops and implements ‘immediate response plans’ to mitigate risks associated with specific incidents etc. in accordance with field emergency/crisis management plans.
• Conducts investigations and prepares related reports as required.
• Prepares and provides security briefing to new Country Office staff members and persons on mission to the Country Office area of operations, to include the provisions of up-to-date information and briefings on specific and relevant security threats/ risks.
• Contributes to update SOPs.
• Provides direction and supervises local security staff and/or external security service providers (security contractors and local authorities) as required.

Essential Qualifications

Education:

Advanced university degree in security related field such as security or emergency management/planning, disaster management, law, social/political sciences, public/business administration (with focus on security management), international relations and police/military sciences. A first level university degree in combination with relevant and qualifying experience may be accepted in lieu of the advanced university degree.
Police, military or comparable law enforcement training and/or equivalent qualifications combined with 8 years of relevant security-related experience may be considered in lieu of a university degree.

Experience:

A minimum of two years (four years with a first level university degree) of progressively responsible, security- related relevant professional experience, including security-related experience working in a police, military or security force service with experience at field officer level or equivalent;
Experience in conflict/post-conflict zones in an operational role (peacekeeping, humanitarian or other operations) would be an advantage;

Knowledge, Skills and Abilities:

• Good knowledge in security risk management and security risk assessment principles and processes.
• Ability to establish and maintain effective working relations with people of different nationalities and cultural backgrounds with respect for diversity.
• Planning and execution of crisis management operations.
• Weapons training and certification.
• Proficient in the use of communication systems, including VHF and HF radio systems, and satellite communications.
• Professional skill in the field of security and safety.
• Ability to supervise, lead and motivate assigned and subordinate staff.
• Ability to understand, analyse and provide pragmatic solutions to complex security situations. 
• Ability to establish and maintain productive partnerships with clients.
• Good interpersonal skills, ability to work in multicultural, multi-ethnic environment with sensitivity and respect for diversity.
• Excellent written and verbal communication skills in English. Ability to write in a clear and concise way and to communicate effectively orally as well as ability to deliver presentations and briefings.
• Displays professional integrity and acts ethically in a manner consistent with the function of a professional security officer.

Knowledge of Languages:

Proficiency in English is required. Working knowledge of French is desired. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) would be considered an asset. Working knowledge of a local language is considered an asset.

Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2 - ) to implement a tenure policy at the Court as of 1 January 2025.
