HALO is seeking an experienced Security Coordinator to lead the programmatic integration of security within the Ukraine programme. The Security Coordinator’s primary function is to ensure the safety and security of HALO staff and resources in line with organizational and national regulatory standards, and to coordinate responses to critical incidents. They will support and mentor the programme’s local security manager and security officers in Brovary, Mykolaiv, and Kharkiv. Working to the Programme Manager, the Security Coordinator will also liaise widely with external and internal security focal points to maintain a high level of situational awareness to inform our security posture and responses.
The ideal candidate will provide strategic leadership, technical expertise, and capacity-building support to enhance the security and operational continuity of HALO Ukraine activities.
Ukraine is currently the most landmine-contaminated country in the world, with thousands of square kilometres affected by landmines, cluster munitions, and unexploded ordnance. Ongoing hostilities since the full-scale Russian invasion have led to frequent missile, drone, and artillery strikes against military, transportation, energy and civilian infrastructures. Critical assets such as power grids and transportation hubs are regularly targeted, leaving large parts of the population exposed to blackout, displacement, and physical danger.
HALO has operated in Ukraine since 2016, and since the outbreak of Russia’s full-scale invasion in 2022, its programme has grown to over 1,500 staff based across three distinct Unit locations: Kharkiv (East), Mykolaiv (South), and Brovary (Central). HALO implements a range of mine action activities, including non-technical survey, manual & mechanical clearance, confidence-building measures in agricultural land, EOD & EORE. The ideal candidate is a proactive and detail-oriented security professional, with experience of high-risk environments and a track record in strengthening internal systems. They should possess excellent analytical and problem-solving skills, enabling them to assess threats and develop practical mitigation strategies. Strong communication and interpersonal abilities are essential for coordinating with diverse teams, external partners, and headquarters. The candidate should demonstrate sound judgment under pressure, adaptability to rapidly changing contexts, and a commitment to the HALO ethos and its values and standards.
