JOB OVERVIEW
The Women’s Protection and Empowerment (WPE) GBV Case Management Officer will provide direct support and case management to at-risk women and girls as part of the WPE team.

KEY RESPONSIBILITIES
Conduct GBV case management tailored to the needs of survivors, ensuring comprehensive needs assessments, the development and implementation of individual action plans, coordination of access to relevant services, while adhering to principles of confidentiality, safety, informed consent, and survivor-centered approach.
Maintain proper case documentation using standardized case management forms and ensure reporting on both qualitative and quantitative case management indicators.
Enter and manage data in the Gender-Based Violence Information Management System (GBVIMS), following protection, data collection, sharing standards, and GBV guiding principles.
In collaboration with the Senior WPE Officer, assess client needs and risks to determine eligibility for emergency cash assistance mechanisms such as the Emergency Case Management Fund and Cash for Protection.
Oversee the Emergency Case Management Fund in accordance with IRC SOPs, including managing bank cards, assessing urgent needs, procuring essential items, and maintaining expense reporting.
Implement the Cash for Protection program in line with IRC and PIN criteria, including protection risk assessments, documentation, and timely data entry into relevant systems.
Organize, facilitate, and document psychosocial support groups for women and girls at risk or survivors of GBV, using the Women Rise guidelines. Ensure accurate data collection, registration forms, participant evaluations, and reporting.
Participate in the collection, analysis, and presentation of information on protection risks faced by women and girls in communities, including service mapping, GBV risk assessments, and safety audits. Use findings to inform case management and overall WPE program planning and implementation.
· Attend weekly supervision meetings with the Senior WPE Officer to build capacity and strengthen case management skills.
· Respond to crisis situations when necessary by providing life-saving and psychological first aid support to women and girls affected by emergencies, including support to displaced populations at evacuation and transit centers.
· Work closely and collaboratively on a daily basis with other IRC sectors and specialized/non-specialized service providers to ensure a holistic and confidential service referral process for GBV survivors.
· Actively participate in internal and external training, capacity-building sessions, and learning initiatives related to case management, GBV response, psychosocial support, and protection standards. Share knowledge with the team to strengthen collective expertise.
· Perform duties in accordance with global standards and guidelines, including: Protection Case Management Guidelines, IASC GBV Guidelines; IASOP on Gender-Based Violence Case Management for Humanitarian Actors: Ukraine, and others.
· As assigned by the Manager or Senior Officer, represent the organization in coordination meetings, inter-agency working groups, and stakeholder engagements at community, district, and oblast levels to strengthen cross-sectoral GBV response coordination.
· Develop and maintain effective working relationships with service providers and relevant stakeholders, including community members and GBV actors.
· Contribute, when needed, to other program activities such as awareness-raising sessions on GBV, including presenting the case management component and explaining available services and access procedures to clients.
· Support the organization and conduct of training and activities for service providers to improve their capacity to prevent and respond to GBV.
· Complete and submit monthly activity and achievement reports in accordance with WPE program requirements.

JOB REQUIREMENTS


Experience:
- Experience with provide direct support (PFA, basic counselling, case management, PSS) with women and girls, including survivors of GBV; previous training in these areas strongly preferred.
- Experience facilitating group activities, trainings and workshops and mentoring others.
Demonstrated Skills and Competencies:
- Language: Ukrainian is required, candidates with English language skills will have an advantage.
- Clear understanding and interest in the well-being of women and girls and supporting their healing after the experience of violence.
- Ability to respond to emergencies when needed and support WPE team in providing any kind of support and distributing kits when needed.
- Clear understanding and interest in, violence against women and girls, the well-being of women and girls, supporting their healing after the experience of violence, human rights, and gender.
- High-level communication skills.
- Demonstrated understanding of and opportunity to maintain confidentiality and respect for clients/beneficiaries.
- Positive and professional attitude, including capability to lead and work well in a team setting.
- Strong level of computer literate, including Microsoft Word and Excel.

REPORTING STRUCTURE AND TEAM COLLABORATION
Internal collaborations: Child Protection team; Protection Rule of Law team; Economic Recovery and Development team; Health team.
External collaborations: GBV actors, organizations and agencies.
Reporting structure: WPE Senior Officer, WPE Manager, WPE Senior Manager.

WORK ENVIRONMENT AND OTHER RELEVANT INFORMATION
This role requires full-time work in the office.
Travel to other locations is needed up to 30% of time
The position will be based in Odesa office, with business trips to Odeska, Mykolaivska, Khersonska regions in relation to ongoing activities, after security assessment, with the possibility of overnight stays in a hotel or guest house
