ROLE PURPOSE:
Save the Children (SC) is seeking a Consortium Director for an anticipated three-year FCDO-funded project called Strengthening Humanitarian Assistance and Response to Protection Risks in Ukraine Project (SHARP) . The project focuses on providing inclusive life-saving protection and assistance services to support civilians affected by the war in Ukraine.
This senior leadership position provides overall strategic direction of the SC-led SHARP Consortium to guaranteed high-quality design, management, implementation and overall technical quality of the project. The Consortium Director leads the SHARP Consortium of partners to ensure the successful achievement of the project’s goals and outcomes in all the different components of the project, and ensures an joint and shared vision among the Consortium Partners. The Consortium Director manages the Project Management Unit of the Consortium, and is accountable to the Consortium Steering Committee.
The Consortium Director provides leadership and strategic orientation, management, and accountability to the SHARP Protection project. She/He is Save the Children-led Consortium’s primary point of contact with FCDO and all relevant stakeholders in relation to this project. This position collaborates with relevant Ministries and other critical partners to provide high-level support for effective capacity strengthening at the community, regional, and national levels and sustainability of the project interventions.
The Consortium Director is responsible for quality management and successful delivery of the project’s outcomes. The Consortium Director oversees a team of experts and support staff, prepares reports and annual operating plans, aligns project initiatives with in-country priorities and ensures the project is compliant with FCDO and Save the Children’s regulations. The project must be delivered to align closely with the current objectives of the Government of Ukraine and humanitarian response plan so that activities are complementary and create sustainability.
The overall accountabilities of the Consortium Director include:
Assure a shared vision within and leadership of the SHARP Consortium; Deliver state of the art project management, including compliance to all contractual aspects; Lead staff of the Consortium Project Management Unit and cooperate with Teams of Consortium Partners; Represent the SHARP Protection Consortium with FCDO and all other stakeholders; Communicate and advocate for Protection of vulnerable populations in Ukraine.This position is contingent upon donor approval and funding.
SCOPE OF ROLE:
Reports to: Save the Children Ukraine Country Director (TBC) Line-manager of : Protection Technical Director; Monitoring, Evaluation, Learning and Accountability (MEAL) Lead; Finance and Administration Senior ManagerKEY AREAS OF ACCOUNTABILITY :
Shape the strategic direction and vision of the Save the Children-led SHARP Protection project, ensuring quality of implementation. Set direction by prioritizing and organizing actions and resources to achieve objectives. Supervise and manage all project partnerships to ensure sound coordination of a dynamic and large Consortium guided by principles of equal, ethical and meaningful partnership. Lead the Project Management Unit to provide proper coordination and guidance among consortia members, relevant government-, country-wide initiatives, community partners, NGOs and other key stakeholders. Develop strategic plans, annual and quarterly work plans, and overall management of the project in line with FCDO guidelines to ensure delivery is on time, within budget, meets donor and stakeholder expectations and is contractually compliant ultimately ensuring Value for Money throughout the project. Support the Protection Technical Director to ensure that high quality technical leadership and oversight are in place for the project. Support the MEAL Lead to ensure strong Monitoring, Evaluation, Learning and Accountability systems, mechanisms, tools and practices are in place across all consortium members. Establish effective communication and coordination with personnel from the government in order to implement interventions and incorporate country-wide priorities. Ensure compliance with FCDO regulations, procedures and Save the Children guidelines and procedures. Ensure Protection technical standards and activities follow and adhere to global good practices. Ensure that gender equality and social inclusion are guiding principles within the project strategies. Put in place robust emergency preparedness planning (EPP) to maximize project continuity in a dynamic security context. Actively participate as a member of Save the Children Country Extended Senior Management Team (ESMT), contributing to country strategic plans. Create and sustain a work environment of mutual respect where the project team and the Consortium members strives to achieve excellence. Actively lead meetings of the Consortium Project Management Unit and with the Consortium Steering Committee, ensuring problem-solving and decision-making on vision, policy and strategic direction for the Consortium. Deliver timely and quality project reports, both narrative and financial. Incorporate Save the Children’s vision and values and full adherence to Code of Conduct principles.QUALIFICATIONS
Post-graduate education (Master’s) in international development or relevant field. Experience may substitute for a Master’s degree if candidate holds a Bachelor’s degree.
EXPERIENCE AND SKILLS
Required experience and skills:
Minimum years’ of professional experience designing, managing and implementing large and complex programs in volatile contexts. Prior experience at the Director level of a large-scale project. Demonstrated ability to manage a consortium. Strong leadership skills, proven experience in strategic planning, overseeing large programs and ability to effect and manage change effectively. In-depth knowledge of FCDO approaches and regulations. Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations. Creative problem-solving skills with the ability to work effectively in resource-constrained environments. Excellent oral and written communication skills in English. Ability and willingness to travel frequently.Desired experience and skills:
Knowledge of Ukrainian and/or Russian language. Recent work experience in Ukraine.Additional job responsibilities
