Expertise France is the public agency for designing and implementing international technical cooperation projects. The agency operates around four key priorities :
- democratic, economic, and financial governance ;
- peace, stability, and security ;
- climate, agriculture, and sustainable development ;
- health and human development ;
In these areas, Expertise France conducts capacity-building initiatives and manages project implementation, leveraging technical expertise and acting as a project coordinator. This involves combining public sector expertise with private sector skills to drive impactful results.
Within Component 1, the Key National Expert will perform the following duties, in close co-operation with the Team Leader in accordance with the EU and Expertise France procedures, guidelines and rules, with a concern for quality, efficiency, accuracy and confidentiality:
Plan, steer and organise co-ordination, implementation and monitoring of the Project activities in accordance with the Project Work Plan and other programming documents. Amongst other, the Key Expert will facilitate the implementation of the following activities:
Ø Activity 1: expert support of public prosecution office (PPO) in improving selection procedures for prosecutors, their career development, performance evaluation system and disciplinary procedures;
Ø Activity 2: expert support of the Office of the Prosecutor General (OPG) in the development of the PPO strategic framework and its implementation;
Ø Activity 3: expert support of prosecutors’ self-government bodies aimed at enhancing efficiency, independence and transparency of their work;
Ø Activity 4: any other activities as may be required in providing expert support to the OPG, regional prosecutors’ offices and the prosecutor’s self-government bodies.
Design and oversee the implementation of short-term and mid-term expert missions, ensure quality control of deliverables produced by the experts, guide the experts in public communication with respect to component activities (written articles, interviews, project events).
Ensure reporting on the results achieved under the work-stream.
Draft and edit reports, analytical notes, policy papers and other Project deliverables in English and Ukrainian;
In coordination with Project Officer, ensure timely organisation of Project events, participate at various Project activities and secure internal and external follow-up;
Liaise with the beneficiaries and other stakeholders with regard to the implementation of the Project activities, ensure circulation of information among project partners and beneficiaries with respect to component deliverables;
Contribute to the communication and visibility of the Project, in coordination and cooperation with the Communication unit;
Support Project Officer in ensuring financial, logistical and administrative aspects of Project implementation.
Expected outputs
Implementation phase expected outputs:
Monthly activity reports (covering services performed and key outputs achieved during the period, according to the work-plan);
Contributions to the quarterly Technical Oversight Committee report;
Contribution to the biannual Progress report;
Closing phase expected outputs:
Contribution to the Final report.
Project description
The Support to Justice Sector Reforms in Ukraine (Pravo-Justice III) Project, implemented by Expertise France (EF) with funding from the European Union, accompanies Ukrainian authorities in the process of comprehensive justice sector reform. Pravo-Justice III is envisaged to build on the results achieved by the predecessor projects (Pravo - Justice I&II) who, since 2017, have supported an ambitious sectoral reform agenda. Pravo-Justice III is organized alongside four results: Accountability for international crimes and fight against impunity/Public Prosecution Reform (Component 1), Judiciary reform (Component 2), Enforcement of court judgement and reform of penitentiary and probation systems (Component 3), and EU integration (Component 4).
Key Expert(s) will have:
Law degree from accredited law school in Ukraine or abroad; advanced degree preferred.
At least 5 years of experience in the relevant field, in the private or public sector.
Demonstrated experience in project implementation, including experience in and / or knowledge of technical assistance projects funded by the European Union or other international donors.
A high degree of initiative and diplomacy and the ability to solve complex problems in coordination with a diverse range of stakeholders.
Fluency in written and spoken English and Ukrainian.
Experience in working with the PPO or other criminal justice actors (either as a staff member or expert/consultant) will be considered as an asset.
